Position Summary

The Executive Vice President for Health System Affairs for UT Southwestern is a senior Health Care Executive with extensive experience in personnel management, operations, institutional and professional business planning, strategic planning, and hospital and practice plan management in an academic setting. The EVP is the overall leader of UT Southwestern’s clinical enterprise, and is responsible for the successful strategic, operational, and service-related performance of the Health System, including the faculty practice.

UT Southwestern Health System is composed of the University’s hospitals, clinics and practice plan. The EVP will be responsible for implementing strategic priorities and initiatives, ensuring efficient and productive administrative operations for the health system, and developing and implementing key new initiatives focused on the coordination of the institutional and professional clinical programs, including quality and compliance, as well as the integration of the clinical strategic plan into the research and educational missions.

To execute the strategic priorities of UT Southwestern and the Health System, the EVP will partner and work closely with the Executive Vice President of Academic Affairs, Provost, and Dean of the Medical School; Executive Vice President of Business Affairs; and Executive Vice President of Institutional Advancement; as well as other senior leaders throughout the institution.

Job Duties

Leads UT Southwestern’s clinical enterprise and drives superior performance that includes successful achievement of its annual operational plans and the associated metric targets in the categories of clinical quality, safety, customer service, work culture, finance, and growth.
In close collaboration with the President, the EVP leads the strategic planning, market analysis, business development and affiliations for the Health System. The EVP provides leadership to ensure that sufficient resources, both human and financial, are invested in the development and implementation of all strategic organizational plans, including those around performance improvement, patient satisfaction, and population health.
Ensures that UT Southwestern provides clinically excellent, state-of-the-art healthcare, while building and maintaining positive and effective relationships with other constituents within the UT Southwestern Medical Center and Southwestern Health Resources enterprise.
Responsible for leading the strategic planning for development of key clinical service lines, including UT Southwestern's Clinical Strategic Plan.
Collaborates with the EVP Academic Affairs, Provost and Dean of UT Southwestern Medical School to ensure that the clinical enterprise fully supports and reflects the world-renowned scholarly education and research missions of UT Southwestern.
Provides leadership, innovation, and prioritization of the expansion of access to UT Southwestern ambulatory and in-patient hospital services. The EVP is responsible for creating systems and processes that ensure patient access across the continuum of care.
In partnership with nursing leadership, the EVP works with the administrative team to ensure efficient and effective capacity management.
Working closely with fellow clinical leaders (Chairs, CMO, CEO of hospitals), the EVP integrates clinical services across the full continuum of care to enhance access, improve patient throughput and outcomes, and develop and enhance the use of partner hospitals within the region.
Assesses the UT Southwestern Health System management structure and effectiveness and enhances management and service line capabilities by realigning the structure, recruitment, retention, mentoring, and professional development, as needed.
As appointed by the President, the EVP serves as a member of several boards, including the UT Southwestern Medical Group Board and University Hospitals Board, among others.
Serves in a key leadership role with affiliated facilities such as Parkland Health & Hospital System, Children’s Health, and the Dallas VA Hospital, and actively participates in contract negotiations with those entities.
The EVP is a key UT Southwestern leader working with the leadership of Southwestern Health Resources. In conjunction with this partnership, the EVP serves as Senior Executive Officer of the Joint Operating Company, an umbrella encompassing Clements University Hospital and THR’s Dallas flagship, Texas Health Dallas.
Oversees managed care contracting for the hospital and practice plan by working with Southwestern Health Resources leadership as the contracting arm of UT Southwestern. Identifies and implements programs to integrate and synthesize the hospital patient care services with the practice plans.
Oversees the Health System network strategy and provides programmatic oversight.
Works with leaders across all three aspects of the mission of UTSW to support innovative, integrated technological advances aimed at enhancing the interoperability of clinical, operational, and financial information systems.
Participates in successfully identifying and implementing business development initiatives at the local and enterprise level to increase volume, efficiency, and profitability in support of the overall clinical, research, and educational mission.
Oversees major facility planning, design, construction, facilities management, and renovations for the Health System. This includes space planning with respect to clinical based research activities.
In partnership with the EVP Business Affairs, the EVP works with financial and administrative teams on issues specific to monthly operational analysis, quarterly budget reviews, and annual budget preparation.
Supports the development of enterprise-level business intelligence and analytics to drive integrated, comprehensive strategic decision-making and resource allocation.
Maintains compliance with regulatory agencies governing healthcare delivery by continually monitoring the operations of UT Southwestern Medical Center programs and physical properties.
At the direction of the President, the EVP supports development and fundraising efforts for various capital projects, campaigns, programs, and service lines.
Optimizes patient experience and engagement across UT Southwestern by focusing on patient needs and continuous improvement in quality and safety.
Oversees the current and future clinical growth of the Health System, seeking opportunities for appropriate expansion and opportunities for increased operational efficiency.
Develops strong and mutually beneficial relationships with key partners of UTSW, including but not limited to Parkland, Children’s of Dallas, and Texas Health Resources.
Responsible for the successful opening of a new behavioral health hospital, in partnership with the Texas Health and Human Services Commission, and a new pediatric campus, in partnership with Children’s Health.
Performs other duties as appropriate.

Experience and Education

Medical (e.g., M.D.) degree and a track record as a highly respected physician in an academic medical center is required, with active Board Certification in a chosen medical discipline strongly preferred. An MBA or equivalent degree/experience is also preferred.

Ten (10) years progressively responsible experience in leadership roles in a top-ranked academic medical center is required. Must have served as CEO, COO, CMO, or Department Chair (with profit/loss responsibility) of a major academic medical center hospital or a subsidiary with established academic and research affiliations, ideally in a significant multi-site, multi-hospital healthcare system.

Must have experience leading and implementing innovative quality, safety, and performance improvement initiatives to achieve superior clinical quality and outcomes; financial success; and high patient, physician, and employee satisfaction in an academic medical center and/or health system.
