Duties

The selectee will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in Boston, MA, Chicago, IL, Cleveland, OH, Dallas, TX, Houston, TX, Kansas City, MO, Jacksonville, FL, Lakewood, CO, Long Beach, CA, New Orleans, LA, New York-Manhattan, NY, Norfolk, VA, Philadelphia, PA, San Francisco, CA, Seattle, WA, or Washington, D.C. Advertised salary reflects the pay range for the above locations. Upon selection, the salary will be set in accordance with the selectee's assigned duty location.

Duties for this position include but are not limited to:

* Oversees the OWCP pharmacy benefit manager (PBM), using expertise in pharmacy, the pharmaceutical industry, and pharmacoeconomics to provide advice regarding therapeutics and the economics of drug treatments.

* Specifies requirements for and evaluates proposals to acquire PBM services, reviewing and approving/rejecting PBM contractor recommendations regarding benefit design and business rules, formularies, formulary parameters, development and implementation of OWCP processes for proposed formulary changes, exclusion lists, fraud waste and abuse monitoring functions, drug claim monitoring, and other functions, which will become OWCP policy regarding the authorization of and reimbursement for pharmaceuticals.

* Advises on safe and effective use of pharmaceuticals and optimization of drug treatment to improve healthcare outcomes, utilizing pharmaceutical knowledge and scientific judgement to determine the adequacy of clinical documentation.

* Monitors new developments in drug products and their applications, providing advice and guidance on anticipated drug therapeutics and safety issues.

* Recommends best pharmaceutical practices in the treatment of workers' compensation health issues.

* Reviews and consults on unusual patient care cases, offering expert opinions regarding exceptions to policy for individual, problematic, and unique patient cases.

Qualifications

THIS POSITION HAS A BASIC REQUIREMENT. ALL APPLICANTS MUST MEET THIS REQUIREMENT IN ORDER TO BE CONSIDERED.

Education: A doctoral degree in Pharmacy that is recognized by the Accreditation Council for Pharmacy Education (ACPE) or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Licensure: Applicants must be licensed to practice pharmacy in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Experience: Applicant's qualifications background must demonstrate the knowledge, skills, abilities, and competencies necessary to perform the work of the position. Pharmacy work requires knowledge of the use, clinical effects, and composition of medications, including their chemical, biological, and physical properties. Qualifying professional pharmacy experience may involve, but is not limited to:

* Dispensing medications prescribed by physicians and other health practitioners and providing information to health practitioners and patients about proper usage of medications and side effects;

* Evaluating medication use patterns and outcomes for patients in hospitals or managed care organizations;

* Performing administrative, consultative, or staff advisory work for a medical facility's pharmacy program;

* Planning, monitoring and evaluating medication programs or regimens;

* Establishing medication-handling procedures for the storage and preservation of medications;

* Researching medical literature and/or clinical medication information to provide accurate responses to inquiries; and/or

* Maintaining all medication records required by law.

Basic Requirements for the GS-13 and above Grade Levels: In addition to the licensure and educational requirements described above, a minimum of one year of professional pharmacy experience that is equivalent to at least the next lower grade level is required.

Medical Requirements: Applicants must be able to distinguish basic colors.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

* Developing and implementing pharmacy policies, programs, and/or procedures on pharmaceutical usage

* Advising on safe and effective use of pharmaceuticals and optimization of drug treatment to improve health care outcomes

* Developing pharmacy benefits policies and performing cost-benefit analyses on pharmaceuticals within a Pharmacy Benefit Manager (PBM) or managed care environment.
