The incumbent serves as full assistant to the module/unit manager and as a first line supervisor at least 25-percent of the time to technical and administrative employees in the Module/Unit through both oral and written communications.

Duties

Shares responsibility with the Module Manager in the overall management of the Module, including the planning, formulation and implementation of the objectives required to manage module activities.
Provides counseling to employees regarding the main features and general procedures of the personnel management programs.
Adjust work assignments effectively to deal with priorities and deadlines, evaluate module needs regarding staffing and equipment.
Maintain knowledge of activities that cut across component responsibilities, represent module on committees and workgroups.

Qualifications

Applicants must have 52 weeks of specialized experience at the next lower grade level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant. with the particular knowledge, skills, and abilities to successfully perform the duties of the position

For GS-11 : To be creditable, specialized experience must have been at least equivalent to the GS-09 grade level or above in the Federal service. Specialized experience includes developing, examining, investigating or authorizing of claims under a program for SSA benefits, health insurance, pension plan, income maintenance or related programs.

For GS-12 : To be creditable, specialized experience must have been at least equivalent to the GS-11 grade level or above in the Federal service.Specialized experience includes functioning as lead worker or performing quality control functions in reviewing caseloads (e.g., income maintenance, benefits, pension plans, health insurance, etc.); adjudicating, authorizing, investigating or reconsidering claims; and evaluating benefit programs to assess the integrity and quality of operations.

GS-11 : Applicants for promotion must have 52 weeks at the GS-9 or higher.

GS-12 : Applicants for promotion must have 52 weeks at the GS-11 or higher.

Education

For GS-11 : Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree, or LL.M. in a field that is directly related to the position.

GS -12: Education is not creditable at this grade level.

Combining Education and Experience:
GS -11: Experience and education as described above may be combined to meet the minimum qualification requirements. Experience and education will be computed as percentages of the overall requirements and must equal to 100 percent when combined. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11.

Note: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. If this information cannot be obtained from your school, we will consider 18 semester/27 quarter hours to be equal to one year of full-time study.

TOUR OF DUTY : Monday through Friday. Flextime and AWS are available.

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected; they will lose entitlement to the higher locality pay.

This position is eligible for telework.

OTHER NOTES: Relocation expenses will not be paid.

Selected employee is subject to the completion of a 1-year probationary period for a supervisory position unless the employee served in such a position before August 11, 1979, or has completed one.
