Duties

* As the Workforce Coordinator, you will:

* Advise the District Commander and Senior Executive Team regarding workforce resources, program objectives, and challenges.

* Provide workforce management expertise for a complex organization of ~500 employees spanning various locations, occupational series, and grade levels.

* Use initiative and judgment to draft District-level (and execute higher-level) Workforce Development program goals, policies, and procedures to accomplish the district's mission.

* Oversee the implementation of instruments and programs designed for the training, development, and evaluation of employees.

* Identify significant workforce trends utilizing an in-depth understanding of workforce and human resource programs and their interrelationships.

* Oversee Workforce Development program element budgets to ensure adequate funding and proper allocation to meet district needs.

* Provide best practice for position description creation and formulation across the region and enterprise.

* Attend meetings with supervisors to help them formulate workforce management plans and strategies, giving recommendations that may influence what course of action management will pursue.

* Serve as a core advisor to management on training and development related matters to meet the district's needs.

* Coordinate with USACE Communities of Practice (CoP) to ensure training content meets USACE CoP guidance and prioritized according to District Commander and Corporate Board priorities and guidance.

* Serve as the District's Family Readiness Coordinator, working closely with Emergency Management personnel to support deploying/expeditionary volunteers and their families from pre-deployment through reintegration.

* Serve as the district's Defense Performance Management and Appraisal Program (DPMAP) coordinator and evaluate and interpret higher echelon DPMAP guidelines and policy from NAD through DoD.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: (1) experience to develop strategic plans for workforce development and/or leader development programs; (2) experience providing advice and assistance to management officials and employees on matters pertaining to professional development and certification; (3) experience coordinating with management to develop succession planning to address current and future workforce needs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
