Description of Job

The Colorado Division of Insurance (DOI) regulates the insurance industry in Colorado. DOI helps consumers by answering their questions, investigating their complaints, and helping them to understand their insurance. The Division regulates and monitors insurance companies in Colorado ensuring their solvency for the protection of policyholders.

The Financial Examinations work unit exists to preserve a safe and sound insurance marketplace for Colorado policyholders through periodic on-site audits/examinations of insurance companies and non-traditional entities such as preneed contract sellers to detect those companies that may become insolvent or might be engaging in unlawful or improper business practices. Such examinations require evaluating operating controls, analyzing financial statements, and other legally required filings of regulated companies to determine potential and actual financial problems or noncompliance with applicable statutes.

Position : SFA 4050

The Solvency Specialist position is a supportive role to both the financial exam and financial analysis units. This position assists in conducting financial examinations and performing financial analysis work. This position assists with the Division's Electronic Data Processing (EDP) audit function and helps with financial examination's computer hardware and software issues that are used for monitoring and examining the regulated insurance entities. This position also helps plan, coordinate, and prioritize EDP audits based on the financial exam schedule issued by the supervising examiner. Additionally, this position assists in conducting EDP audits in coordination with the Examiner-In-Charge and discusses audit findings and recommendations with both the Examiner-In-Charge and company personnel. This position writes memos to company personnel to obtain the necessary information to determine whether the company is in compliance with statutes, regulations, and best business practices. This position also writes reports detailing the work done and any issues encountered during the EDP audits.

Duties include, but are not limited to:

Performing financial examination work and related data analysis on insurance companies;
Testing and evaluating internal controls;
Performing financial analysis work on insurance companies;
Discussing and assisting in performing audit procedures to determine whether the company's IT controls can be relied upon for financial exams;
Writing memos and reports to company personnel and the Examiner-In-Charge discussing the company's controls and whether improvements need to be considered;
Coordinating with the analysis and corporate units to analyze companies and review material transactions.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS (MQs):

Bachelor's degree from an accredited college or university in accounting, business, computer science, economics, or finance, or in a field of study closely related to the work assignment; AND
Three (3) years of professional* auditing (financial, internal, public accounting, government), financial examination, or data analysis experience performing any of the following:
- Performing internal financial auditing and/or conducting financial examinations and/or audits of financial entities; And/Or
- Gathering data along with reviewing transactions and supporting documentation (ex. financial records) necessary for the analysis of financial information.

SUBSTITUTIONS:

A combination of professional* work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree;
A master's degree in accounting, finance, or business administration from an accredited college or university in a field of study related to the work assignment may be substituted for the experience on a year-for-year basis;
Current, valid licensure as a CPA from the Colorado Board of Accountancy or a current, valid Certified Internal Auditor (CIA) certificate will substitute for the degree requirement and one year of the required experience.

Professional work involves exercising discretion, analytical skill, judgment, and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

Preferred Qualifications :

Demonstrated professional experience working in a state government position conducting research, reviewing documents, and gathering information;
Professional designation as a Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) certification or a Certified Information Systems Auditor (CISA) or a Certified Financial Examiner (CFE);
Demonstrated knowledge and professional experience conducting Electronic Data Processing (EDP) audits;
Demonstrated professional experience performing financial and/or data analysis;
Demonstrated professional experience preparing detailed reports on audit findings;
Demonstrated professional experience performing internal audit functions including review of systems, processes, internal controls, and other data analysis.

Ability to maintain confidentiality of all confidential, sensitive and personal identifying information, personnel information, and any other confidential or proprietary information, as well as comply with all State and Department policies regarding professional conduct and professional practices;
Self-motivated, self-directed, self-starter, including the ability to work independently, learn new processes, utilize own knowledge and that of supervisor, and complete work with minimal supervision;
Demonstrated professional demeanor, including the ability to interact professionally with various stakeholders and internal staff;
Knowledge and understanding in the use of PC software applications including Microsoft Office (Access, Word, Excel, etc.), and Google Suite (Doc’s, Sheets, Slides, etc).

This position requires the ability to travel up to 50% of the time, including staying over weekends when required; and the ability to transport equipment, including, but not limited to, laptop computers, printers, manuals, and supplies.
