Duties

ADDITIONAL INFORMATION: The National Geospatial-Intelligence Agency (NGA) serves as the world leader in providing timely, relevant, accurate and actionable geospatial intelligence (GEOINT). NGA's civilian, military and contract personnel evaluate imagery, maps, charts, multiple layers of foundation data - such as terrain, elevation and gravity - and the full spectrum of visible and invisible light in order to help users visualize what is happening at a particular place and time. Our intelligence officers go beyond describing 'what, where and when' to revealing 'how and why.' our work enables decision advantage for our policymakers, warfighters, intelligence professionals and first responders.
Duties:
1. Collaborate with special agents to scope each case and establish proof thresholds
2. Conduct preliminary inquiries to determine allegation merit; determine if formal proceedings are required
3. Identify investigative or evidentiary gaps and seek resolution
4. Prepare detailed progress and final reports for appropriate seniors
Assignment Description: Administrative Investigators conduct investigations and inquiries and prepare reports in accordance with Agency and NGA Office of Inspector General (OIG) written guidance and established Council of Inspectors General on Integrity and Efficiency (CIGIE) standards. Additionally, they function as the liaison with the Defense Criminal Investigative Service (DCIS) and other federal investigative agencies, and conduct fraud awareness and prevention briefings to selected NGA audiences. This position is part of the OIG Investigations Division, is non-supervisory and reports directly to the Deputy Assistant Inspector General for Investigations.
This position requires an individual with professional knowledge and work experience in criminal, fraud, and administrative investigations, as well as a working knowledge of the federal, DoD and Intelligence Community structures, functions, and policies, and come highly recommended by current and former supervisors. The qualifying individual must have a strong ethical commitment to ensuring the integrity, efficiency, and effectiveness of NGA operations. The candidate must be able to work independently, must have strong oral and written communication skills, and the ability to work multiple projects, some with short deadlines, prioritizing as necessary to meet critical needs.
OIG will leverage in-person presence, maxi-flex, ad hoc telework, leave; as appropriate. In-Person presence is essential to community,sense of belonging, enhances communication, collaboration and coordination, as well as employee engagement. Ad hoc telework can add value to the OIG work posture when used appropriately; and is fully accountable and outcome based. Routine telework is not approved as part of the normal OIG work posture. There may be extenuating circumstances to normal conditions; these exceptions will be address on a case-by-case basis.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Demonstrated experience with Inspector General oversight responsibilities and functions.
2. Demonstrated experience with performing investigations or reviews of violations of law, rule or regulations and applying Federal statutory and regulatory standards pertinent to the conduct of fraud related investigations or reviews.
3. Demonstrated experience in taking testimony; preparing comprehensive and accurate narrative reports of investigation.
4. Demonstrated ability to keep proprietary or confidential information secure and respecting appropriate confidences.

EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Business Administration, Criminal Justice, Criminology, Police Science, Political Science, Psychology, Sociology, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus professional investigative experience that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals to 4 years. -OR- C. Experience: A minimum of 4 years of professional investigative experience that demonstrates the ability to successfully perform the duties associated with this work.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Demonstrated skills in researching, planning, and executing contract and/or fraud-related projects, to include data analysis.
2. Demonstrated experience listening carefully and restating other's statements well, while maintaining a defined agenda and using techniques to keep discussion focused.
3. Demonstrated proficiency with developing, preparing, and presenting informational programs - particularly related to fraud awareness and prevention; and/or planning and executing proactive investigative projects targeting fraud or similar misconduct.

CAREER ADVANCEMENT PROGRAM: All Professional Work Category positions advertised at a Pay Band 2 are part of NGA's Career Advancement Program (CAP). Employees in the Career Advancement Program will be evaluated semi-annually to determine if they meet the established program requirements. If requirements are met, employees will be eligible for a salary increase. Upon meeting all program requirements, the employee is eligible to be promoted non-competitively to a Pay Band 3. This promotion completes Career Advancement Program participation meaning the employee will no longer receive salary increases through the Career Advancement Program, and will now be evaluated in accordance to the Agency's standard evaluation processes.
