This position is ideal for an expert Marine Interdiction Agent looking for an opportunity to serve in a supervisory capacity, participating with higher-level officials in administering, managing, and planning the agency's marine program, where the work requires application of marine and law enforcement knowledge and skills. This position starts at a salary of $122,198.00 (GS-14, Step 1) to $158,860.00 (GS-14, Step 10) with promotion potential to $158,860 (GS-14 Step 10).

In this position you will be a valuable member of the Federal Law Enforcement Officer (LEO) profession. You will strengthen homeland security by formulating marine policies and exercising management supervision, direction and oversight of your designated units. Typical work assignments include:

* Exercising management direction and oversight of the organization, making major decisions on projects, program improvements, division of resources and long range planning.

* Representing the agency, exercising significant authority in meetings with multiple agencies to coordinate joint enforcement efforts and to advise higher ranking officials.

* Evaluating subordinate supervisors, reviewing evaluations of non-supervisory personnel, making position recommendations/selections, and recommending disciplinary actions with equity.

* Assuring work and training requirements are met, while promoting team building Coordinating and supervising marine interdiction activities with other components of the agency and other Federal, foreign, state and local law enforcement agencies.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

* Developing policies, procedures, and techniques governing operating standardization for vessel's seaworthy state of readiness

* Evaluating marine interdiction programs and logistic

* Preparing comprehensive mission plans that define marine program goals and objectives

* Providing technical and operational guidance to a law enforcement staff with national significance that includes other federal, state, local and international law enforcement agencies.

Masters Certificate: This position requires that you currently hold or have previously held a USCG Masters Certificate of any tonnage. If you are not currently a GS-1801 Marine Interdiction Agent or Supervisory Marine Interdiction Agent, then you must upload a legible copy of a currently held (valid) or a previously held (expired) USCG Masters Certificate of any tonnage with your application showing capacity. This position meets the definition of secondary Law Enforcement Officer retirement coverage under the laws and regulations defined in 5 U.S.C. 8336 (6) Civil Service Retirement System (CSRS) and General Provisions for Law Enforcement Officers defined in 5 U.S.C. 8412(d), Federal Employees Retirement System (FERS). The criterion is that knowledge, skill and ability in a position deemed to meet primary Law Enforcement Officer special retirement coverage is a mandatory prerequisite to satisfactorily perform the major duties and responsibilities of this job. The conditions for coverage of a secondary position are contained in 5 C.F.R. 831.902 CSRS and 5 C.F.R. 842.803 for FERS. To be eligible for this secondary law enforcement officer Retirement covered position you must have permanently served in a primary law enforcement officer Retirement System covered position, i.e. Border Patrol Agent, GS-1896, CBP Enforcement Officer, GS-1895, Air Interdiction Officer GS-1801, Air Interdiction Agent GS-1881, Marine Interdiction Agent GS-1801.

Note: if you currently serve in a permanent Secondary LEO Retirement covered position, you are exempt from this mandatory prerequisite.

You must:

* Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/24/2024.

Polygraph Examination: The SUPERVISORY MARINE INTERDICTION AGENT position is a polygraph-required position. If you are not a current CBP employee in a law enforcement position, you may be required to take a polygraph exam and have favorable results in order to continue in the pre-employment process. Polygraph Reciprocity: CBP may accept the results of a prior federal polygraph exam in lieu of a CBP polygraph exam. You will receive information to request reciprocity in your Background Investigation Package.

Polygraph Waiver: Certain veterans may be eligible to obtain a polygraph waiver. You will receive information to request a waiver in your Background Investigation Package.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:

* Working for the U.S. Government as a federal civilian or as a member of the military

* A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Law Enforcement Availability Pay (LEAP): You must be readily accessible to work on an unscheduled basis in excess of a 40-hour work week and will receive extra compensation.

Medical/physical: Successful candidates must meet the medical standards and physical requirements for the position. Any medical or psychiatric condition that could affect the ability of the individual to safely and efficiently perform the functions of the position may result in medical disqualification. Federal Law Enforcement Training Center (FLETC): You must have successfully completed relevant Federal law enforcement training at the Federal Law Enforcement Training Center (FLETC) prior to entry into this position. Entry-level training for Air and Marine Agents, Border Patrol Agents and Criminal Investigators meets this requirement.

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment and complete a supervisory training course within 12 months of assignment.

Supervisory Training: All newly appointed first-time permanent CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include SLT-(three weeks) of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
