Job Summary

Are you a strong dedicated leader? Do you have a background in land use? We are looking for you to join our dynamic Development Services team as our next Assistant Director. You will provide direction and leadership to the Land Use Division of the Development Services Department including administration and interpretation of land use regulations, oversight of land use approvals and permit decisions, and management of environmental reviews consistent with federal, state, and local regulations. You will also play a key role as part of the department leadership to establish and maintain Council relationship, communicate department strategy, vision, policy, and support department and division initiatives.

Development Services is a multi-department line of business that offers one-stop shopping for general information and the permits needed for development activity in Bellevue and the surrounding service areas. We are code compliance officers, engineers, finance analysts, inspectors, planners, plans examiners, permit technicians, and support staff from the Development Services, Fire, Transportation, and Utilities departments. Essential Duties and Responsibilities

Oversees operation of the department's Land Use Division closely coordinating activities with other divisions within Development Services to deliver timely, predictable, services that facilitate high-quality development in the city.
Ensures services are provided in a manner that supports the organization's core values, leadership philosophy, and department ideals.
Develops and communicates a compelling vision, mission, sense of purpose, and direction for the Division. Develops a long-term and comprehensive view of the Division and its operating environment to maintain a clear sense of direction over time.
Aligns and coordinates resources, priorities, and work plans with established goals for Development Services. (Performance management, budget, staff development)
Respects and accepts changes in political priorities.
Uses sound judgments to pursue appropriate courses of action in the midst of ambiguity and uncertainty. Knows when to take action and what type of action is appropriate.
Assists director in development of short- and long-range plans; interprets data, studies, and reports to form recommendations; coordinates department activities with other departments, community organizations, and citizens. (Department strategic planning)
Supports the director in implementation of programs and projects to carry out city council and city manager direction.
Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
Acts as Development Services Department director in his/her absence.

Supervision Received and Exercised:

Works under the general supervision of the director of development services.
Exercises supervision over supervisory, professional, technical, and support staff within the department, either directly or indirectly through managers, as assigned

Education and Experience Requirements:

Graduation from an accredited four-year college or university with a degree in land-use planning, urban planning, landscape architecture, environmental studies, or a closely related field. Master's in planning or related field preferred.
A minimum of ten years' progressively responsible related experience in administering, monitoring, and/or developing land use codes or development review policies and procedures, comprehensive plans, and regulations with a thorough knowledge of planning principles, practices, and techniques as they relate to all functional areas of land use, environmental impacts, or other related areas; including three years of project management and development review experience.
American Institute of Certified Planners designation is preferred.
Or any demonstrated combination of education and experience which provides the applicant with the required knowledge, skills, and abilities.

Paydays - The City of Bellevue pays employees on the 8th and the 23rd of each month (24 pay periods per year).

Please note that the City does not participate in the Social Security Administration (SSA) program, and employees do not earn social security credits. The mandatory DRS retirement pension plan provides the required social security replacement plan. Any social security benefits earned at other places of employment may be reduced because they are subject to the Windfall Elimination Provision or the Government Pension Offset.
