The Role:

The Electrical and Controls (E&C) Manager is responsible for providing leadership and technical support to the Electrical & Controls Group (Technicians and Experts), which includes capital expenses and maintenance functions within the Keokuk facility. The position requires cross-functional collaboration and communication between Maintenance, Production, Utilities, Quality, HSE and Engineering group.

What You'll Do:

HSE responsibilities

To ensure that safety procedures and expectations are followed by RAI and contractor personnel

Directs all related personnel actions in accordance with all relevant policies and procedures, including safety, training, performance appraisal, discipline, and grievance procedures.
Owns the safety of self and others in the department. Prevent accidents by helping eliminate unsafe conditions and practices. Correct root problems of accidents and near misses
Make sure environmental systems compliance verification is done accurately, on time, and proper reporting is handled correctly. Emphasizes compliance with environmental laws and ordinance.

Applies seasoned working knowledge of Occupational Safety and Health Administration (OSHA) requirements to field installation and equipment/systems design.

Management responsibilities:

Manages all employees of the department and is responsible for their leadership.
Manages E&C Group (E&C Team Leader, Electrical Engineers, E&C Maintenance Technicians), which includes indirect management of E&C Team budget.
Manages team resources, sets project schedules, and personally, or through others, oversees field construction activities of contracts and contractors.
Oversees development and management of contract bid packages along with conceptual and appropriation-grade scopes of work.
Guides and leads teams in training Operations and Maintenance personnel on equipment and process operations for new installations.

Manages, organizes, and leads decision-making for the Electrical & Controls Group, which includes capital expenses and maintenance functions, to meet the short and long-term demands of Capital Projects and Maintenance requirements to operate the plant.
Collaborates with Plant Operations to assure E & C objectives and activities align with the overall operations of Keokuk Plant.
Develops and manages high voltage (HV), medium voltage (MV) and low voltage (LV) projects on the electrical infrastructure in Keokuk's facility.
Leads E&C aspects of small capital projects (PxB), reporting to the respective Project Manager. Assures that E&C activity completion aligns with the overall project planning and completion.
Leads development of E&C infrastructure Preventive Maintenance (PM) plans.

Within Functional area:

Develops and Manages Projects

Receives and recommends projects from and to senior management. Organizes, develops, and implements capital projects. Self-directed work and leading work through teams on projects from concept through scope development, approval, project implementation, commissioning, startup, and project closure to meet timing and cost budgets.

Equipment and System Specification and Standards Development

Supports development of system engineering for equipment selection for such items as pumps, fans, conveyors, etc. as a leader within the greater Project Team.
Supports project team development and maintenance of Process Flow Diagrams (PFDs) and Piping & Instrumentation Diagrams (P&IDs) through AutoCAD and Smart Sketch software systems per established standards.
Work closely with Large Capex Engineering department to maintain existing equipment standards as much as possible in new projects.

Provides Engineering Expertise

Regularly maintains working knowledge of equipment design drawings and process systems at an advanced, seasoned level.
Leads technical interface with vendors and contractors for quotations on equipment and field installations processing the SAP Purchase Requisitions. Works collaboratively with Purchasing to negotiate vendor and contractor purchase agreements.

E&C Group employee development

Develop a clear vision of E&C Group needs for future success. Create then execute plans for E&C Group and individual member's development plans, including new capital project engineering and maintenance of E&C equipment.
Defines then allocates resources needed for new projects and project studies.
Hire and/or develop personnel to organize E&C Group needs for the Future Team.
Supports the group's activities to train and develop skills to E&C Group of existing equipment and new projects during or prior to full start-up and hand-off to Operations.
Lead highly complex electrical infrastructure troubleshooting and problem-solving teams.

Manages HV-MV-LV Projects

Leads full cycle (pre-project study through successful commissioning and start-up) E&C small capital projects on Keokuk electrical infrastructure, providing comprehensive project management to meet each project's committed scope. Prepares designs and project step plans to optimize the Keokuk electrical network for reliable electrical supply.

Cross-Functional:

Leads Capital Project Teams

Provides technical leadership for ad hoc project teams of drafting contractors, technicians, engineers and other to contribute to project completions.

Leads Problem Solving/Prevention/Resolution

Communicates and interfaces well with other departments and interdepartmental project team members with improvement suggestions to resolve complex issues (problem solving skills) and develop/innovate designs (problem solving and prevention skills).

E&C Preventive Maintenance Plan development

Works with E&C Group members and other departments to lead development of effective PM plans for Keokuk's E&C infrastructure, aligning with budgetary and operational requirements. Support PM Planned work to have minimum effect on the Plant Operations.

E&C standards development

Leads development of electrical and controls standards for Keokuk to align with national and local Electrical Regulatory Standards, Roquette Group standards, FM Global Standards, minimal operations risk, lowest life cycle cost, and meet production and maintenance requirements.

What You'll Need:

BS/BA Electrical Electronics Engineering or equivalent technical experience
5 years project design or project coordination
3 years in electrical infrastructure or equivalent project management
3 years electrical and controls complex troubleshooting in industrial setting
Electrical distribution systems and interconnectivity to process and mechanical systems with the ability to manage/execute programs and develop projects and project teams using these skills.
Strong electrical and controls knowledge and hands-on experience - aptitude of involved equipment, controls, and systems. Hands-on experience in applying proactive maintenance strategies and asset-based maintenance.
Expert knowledge of current National Electric Code (NEC), National Electrical Manufacturers Association (NEMA), IEEE and other electrical standards. Working knowledge of control systems, including DCS and PLCs. Effective knowledge of business networks to confirm or clarify requirements.

Work Environment

This job operates in a professional office and plant work environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Indoors 90%, outdoors 10%. Plant environment with occasional possible exposure to:

Chemical, biological, and other hazards
Heights with safety guards or equipment
High places
Extreme heat / cold
Extreme humid / wet
Atmosphere (poor lighting, ventilation)
Being around moving equipment
Exposure to marked changes in temperature & humidity
Driving automotive equipment such as a golf cart
Exposure to dust, fumes, and gasses

Position Type/Expected Hours of Work

Sets work schedule for self and project team based on project requirements. The position's primary role works day shift, Monday-Friday but may also work other hours, including nights, weekends, and holidays, to oversee installation completion or resolve problems.

To be part of a 5-person on-call schedule rotation for nights/weekends maintenance coverage. Project construction or start-up implantation needs may require additional as needed.

Travel

Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.

Overnight trips to suppliers, Original Equipment Manufacturers, trade shows, technical training courses, and professional seminars. International travel to RF (Roquette Freres- France) for project-related meetings, and standard development/review.
