Duties

The primary purpose of this position is: This is an Air Reserve Technician (ART) officer position with responsibility for the Aeromedical Service Program and provides command oversight of the Aeromedical Evacuation units assigned to the Air Force Reserve

Command (AFRC). Provides training to reservists in the accomplishment of the tasks set forth herein.

* Plans, organizes, and oversees the activities of the Aeromedical Evacuation Operations Branch.

* Exercises supervisory personnel management responsibilities.

* Represents the aeromedical evacuation (AE) operations function with a variety of field installations and HQ AFRC functional area representatives and establishes, develops, and maintains effective working relationships with them.

* Manages field aeromedical unit training programs to insure that all subordinate unit reservists are adequately trained.

* Plans, organizes, and directs efforts involved with scheduling and sponsoring exercise planning meetings and other headquarters conferences in the aeromedical evacuation arena.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent. Examples of specialized experience includes: experience and knowledge of medical/aeromedical programs, policies, plans and procedures, flight/ground patient care management, operational, logistical, communications, equipment, and user service requirements; knowledge of aeromedical evacuation, medical, or hospital administration; and knowledge of the application of a range of qualitative and quantitative methods applied to determine program effectiveness or improve management processes and systems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Extensive knowledge of Air Force specialized medical/aeromedical programs, policies, plans and procedures, flight/ground patient care management, operational, logistical, communications, equipment, and user service requirements.

2. Knowledge of aeromedical evacuation, medical, or hospital administration.

3. Knowledge of the application of a range of qualitative and quantitative methods applied to determine program effectiveness or improve management processes and systems.

4. Skill in researching, collecting, compiling, reviewing, and disseminating data on aeromedical evacuation issues.

5. Ability to plan, organize and direct organizational workload and activities, and manage multiple taskings.

6. Ability to communicate both orally and in writing.

OTHER SIGNIFICANT FACTS:

* This is an Air Reserve Technician (ART) Officer position. The incumbent's regular assignments are primarily ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.

* Incumbent may be required to participate in aeromedical evacuation flights for temporary duty (TDY) assignments.

* Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). As necessary to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice.

* This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

* IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.
