Position Summary

Oversees and manages the functions, operations, services, and staff of the Pueblo Means Business (PMB) Division which is responsible for advancing economic development and edifying the relationships between local government and constituents in Pueblo County by streamlining licensing and permitting processes; provides wrap-around support for new and existing businesses by serving as a business resource center in partnership with various economic development entities within the City, County, and State.

What You Will Do

Exercises direct, first-level supervision of positions, employees, operations, and activities. Includes coordinating staff training, assigning and reviewing work, participating in the interview and selection process, making recommendations impacting pay, status, and disciplinary action, evaluating performance independently or in conjunction with a higher level supervisor/manager, and approving time off and staff timesheets.
Oversees, manages, and provides customer service in support of Pueblo Means Business (PMB); establishes and maintains effective and cooperative working relationships with all levels of stakeholders, including internal customers, the public, and other agencies; provides exceptional customer service in all manner of communication including, but not limited to, walk-ins, phone calls, and/or written communication in order to assess needs and advises customers how and where to access appropriate assistance; provides general information, including basic interpretation, to the public, development community, and other government agencies pertaining to county planning, land use and development policies, procedures, and standards; responds to inquiries regarding inspection scheduling and results of inspections; receives, logs, and refers complaints regarding alleged building code violations and County code violations; receives and responds to complaints and escalated issues; provides recommendations for resolution; builds relations with outside agencies; refers constituents to outside resources as appropriate; maintains awareness of new developments in the field of permitting and reviews with appropriate management staff and incorporates as necessary.
Oversees the OpenGov assignment of customer requests through PMB to ensure the system is working efficiently and suggests improvements and/or problem solutions with County and regional partnering Information Technology Services (ITS) and Pueblo County, City of Pueblo, Pueblo West, and Pueblo Regional Building departments; tracks data through statistical dashboards as requested by the County Manager.
Develops and manages the division annual budget including forecasting needed funds, monitoring and approving Purchase Orders (PO) and vouchers, and justifying budgetary changes.
Manages the PMB Advisory Committee meetings by attending quarterly meetings and responding to relevant questions; arranges meeting time and location; ensures the meetings are recorded; provides reports, data, documents, and information related to permitting in the aggregate regarding any specific license or license applications; assigns members with the initial term length; makes recommendations for Advisory Committee functions to include dissolving the Committee.
Organizes and convenes a stakeholder task force to research information to resolve problems, concerns, errors, and/or complaints.
Oversees Enterprise Zone program, BROC, and Business Resource Center; provides administrative oversight and reporting; ensures compliance with all applicable State regulations; maintains awareness of new developments; reviews with appropriate management staff and incorporates as necessary.
Serves as the First Point of Contact for Enterprise Zone, BROC, and the Business Resource Center.
Serves as First Point of Contact for OpenGov; liaisons with the County and Regional Information Technology Services (ITS) and County and Regional partnering departments.
Attends meetings, training, and/or conferences as needed or requested.
Performs other duties as appropriate or necessary for the performance of the job.

What You Have

EDUCATION:

Bachelor's Degree in Business Management, Communication, Public Administration, Economic Development, Project Management, Community Planning, Urban Development, or related field required .

EXPERIENCE:

4 years or more experience in Business Management, Economic or Community Development, Project or Construction Management, Zoning, Permitting, Licensing, and/or Planning preferred .
Experience with Economic Loan Programs or Enterprise Zone Program highly preferred .
Familiarity with building permits, licensing, and zoning highly preferred .
2 years or more Supervisor experience required OR successful completion of Supervisory Course (per HR) within six (6) months of hire.

DEPARTMENTS SCHEDULED TO WORK ON HOLIDAYS
Due to operational requirements, some employees will be required to work on holidays. The employee must take the holiday by the end of the month following the holiday at a date approved by their Elected Official or Department Director

SICK LEAVE
Regular full-time employees accrue eight (8) hours per month with a maximum accrual of 960 hours.

VACATION

0-5 years: earn eight (8) hours per month with a maximum accrual of 144 hours.
5-10 years: earn twelve (12) hours per month with a maximum accrual of 216 hours.
10+ years: earn sixteen (16) hours per month with a maximum accrual of 288 hours.

RETIREMENT
All Regular Full-Time employees and Elected Officials are required to participate in the County Retirement Plan upon completion of one (1) month of continuous employment. A pre-tax deduction of 8.25% will be deducted from the employee's monthly pay.

EMPLOYER MEDICAL CONTRIBUTION
