What we do:

The Department of Revenue's (CDOR) Communications Office resides in the Executive Director's Office (EDO) and provides oversight of each division's communications staff and coordinates external and internal strategic communications efforts to articulate and promote the Department's mission, programs, and policy priorities. Further, the Office of Communications is responsible for all Colorado Open Records Act requests, resident concerns, media queries, internal information, employee engagement, project implementation communication, website management, social media, branding, the CDOR Annual Report and Performance Plan, and all speaking engagements and presentations.

We accomplish this work by providing clear, accurate and timely information to employees, the general public, members of the media, and industry stakeholders. The incumbent in this position will serve as the Deputy Director for Communications and will work in partnership with the Communications Director to assist the Department of Revenue in achieving established goals and objectives. Moreover, this position assists in the development and implementation of communications strategies, responding to media queries, compiling and drafting the Annual Report, assisting in defining organizational goals and objectives, as well as, strategic plans.

The typical day as a Comms Deputy Director:
The Communications Director will assist in the development and implementation of communications strategies, responding to media queries, compiling and drafting the Annual Report, assisting in defining organizational goals and objectives, as well as, strategic plans.

Core responsibilities of the position include but are not limited to:

Assist in the development and update of an overall integrated communications strategy to support the Department of Revenue's (DOR) strategic goals using the agency Performance Management Plan.
Lead outreach programs that increase visibility and enhance an efficient, effective, and elegant external image with customers, key opinion leaders, media outlets, and decision makers using the agency Outreach plan.
Lead internal communications for DOR support divisions.
Provide executive preparation, training, and consultation as it relates to communication.
Respond to or work with agency communications staff to coordinate all various events.
Manage issues/crisis management communications, serving as spokesperson as needed.
Assist in shaping responses to complex issues, including operations, financial, product, personnel and government/regulatory agency topics.
Monitor industry news, identify emerging public policy and/or customer issues; be familiar with all relevant media; develop and maintain appropriate relationships with media and other key stakeholder groups.
Identify opportunities to use social and new media tools and technology effectively.
Oversee and assist in the coordination and production of external and internal communications channels including press releases, briefings/bulletins, employee e-newsletters, intranet and internal communications.
Maximize the efficiency, effectiveness, and delivery of internal communications channels through comprehensive communications audit.
Acts as the Communication Director in their absence.

MINIMUM QUALIFICATIONS:
Must meet one of the following or any combination of experience/education to meet the qualifications:

OPTION 1:
9 years of professional experience in communications management and supervision of technical writing staff.

OPTION 2:

Bachelor's degree from an accredited institution in Communications, English, Journalism, Business, Marketing, Public Relations or a closely related field as determined by the Department.

AND

Five years of professional experience in communications management and supervision of technical writing staff.

Substitutions:

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

Preferred Qualifications:

The ideal candidate will possess the following skills:

Current or previous supervisory experience for a state government agency (Team Leader and above).
Proven project management expertise.
Additional years of experience working with current communication channels (print, website, video, email, blog, social media, direct mail, media relations) and experience tailoring "voice" across channels and audiences.
Content development and translation of collateral, forms and information for stakeholders.
Communication support and copy writing.
Strong written communications skills.
Experience with website content management Ability to manage multiple projects and deadlines.
Excellent interpersonal and customer service skills Ability to collaborate with Communications team.
Proven ability to work independently and accept supervision.
Proven success organizing and tracking workload.

Conditions of Employment with the CDOR :

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
