General Responsibilities

Develop and manage a risk-based audit plan for the entire organization and function as an advanced-level oversight of financial governance, business integrity and ethics for BWW leaders while also completing annual risk assessments, adhering to the official Internal Audit Charter, establishing audit schedules that will assist management and the Finance Committee of the Board of Directors (Committee) in evaluating and improving the company's risk management, control and governance processes and maintaining internal controls in terms of accurate financial reporting and proper legal compliance. Report functionally to the Committee and administratively to General Manager accordingly to the official Internal Audit Charter. Responsible for constituting a managerial third-level control in the organization, independent of the first-level control (the first-level layer belongs to the organization's management) and consecutively second-level (which are the supporting units, i.e., HR, risk function, financial control, etc.). Maintain objectivity and effective working relations with Committee, executive and operation management. Lead and develop an audit vision of the department to ensure that all work is performed independently without bias, with due diligence and timeliness, with adequate support for appropriate findings and recommendations provided in well-written reports.

Essential Job Functions

1. Develop and maintain a risk-based, systematic, and strategically focused internal audit methodology and practice. Develop performance standards, policies and procedures for the auditing activities and direct its technical and administrative functions, including budgetary operations.

2. Design and implement an internal audit plan and create a compelling audit vision to assist Management and the Finance Committee of the Board of Directors in ensuring an adequate system of internal controls and compliance with all applicable laws and regulations.

3. Accountable for preparing an annual assessment of the effectiveness of the organization's risk management and processes for control and governance, as set by the Board of Directors and management. Responsible for preparing and implementing a risk-based audit plan to assess, report on, and make suggestions for improving the organization's key operational and finance activities and internal controls.

4. Report to the Finance Committee of the Board of Directors and administratively to General Manager to maintain autonomy from management direction and control as affirmed in the official Internal Audit Charter and the Institute of Internal Auditors standards. Inform the Committee without delay of any risk, control or management practice issue that may be significant. Report the most critical issues to the committee as deemed necessary, along with management's progress toward resolving them. Critical issues typically have a reasonable likelihood of causing substantial financial or reputational damage to the company.

5. Train and instruct professional auditors to ensure approved audit objectives are met and practical coverage is achieved. Review and support the audit scope, procedures and findings of experienced auditors. Ensure that auditors have appropriate professional qualifications, skills, and opportunities for sufficient training and development to maintain and develop their internal auditing competence and obtain certification.

6. Advise leaders about the state of the organization's system of internal control and risk management processes. Collaborate with management on findings and opportunities, and communicate results of internal audits and status of remediation

7. Assert strong relationships with leadership and communicate emerging best practices and internal control awareness throughout the organization. Independent in performing duties so that auditors can carry out work freely without admitting interference and adhering to the official Internal Audit Charter as objectively as possible.

8. Monitor work performance for accuracy and completeness to ensure compliance with established departmental objectives. Conduct and supervise examination and analysis of records to ensure the effectiveness of accounting and managerial controls at a reasonable cost the accuracy of transactions, and compliance with applicable laws and established policies and procedures.

9. Develop a comprehensive audit program for evaluating management controls provided over various operations and systems of control to determine if acceptable policies and procedures are followed and established standards met; and execute a comprehensive, practical proper audit program in accordance with good standards and stipulated schedules.

10. Direct, coordinate and conduct independent, objective assurance and consulting activities designed to add value and improve the BWW's operations. Assists BWW in accomplishing its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes.

11. Examine the effectiveness of all levels of management in their stewardship of BWW resources and their compliance with established policies and procedures. Review procedures and records for their adequacy to accomplish intended objectives and appraise policies and plans relating to activity or function under audit review.

12. Conduct special audits requested by the Committee, by the HOTLINE/Ethics online system and by management, including reviews of representations made by persons outside the Board and consulting services for management. Identify those activities subject to audit coverage, evaluate their significance, and assess the degree of risk inherent in the activity in terms of cost, schedule and quality.

13. Perform risk assessments using resources, such as fraud and COSO assessment questionnaires, etc., to evaluate the potential for fraud and corruption and how BWW manages fraud and corruption risks.

14. Direct the annual audit planning process, collaborating with leaders and managers to identify areas of risk and operational efficiencies and areas of audits.

15. Recommend improvement of management controls designed to safeguard BWW resources, promote growth, and ensure compliance with governmental laws and regulations to promote maximum managerial effectiveness and operational efficiency when appropriate.

16. Authorize the publication of audit reports, including improvement recommendations. Prepare or review audit reports and documentation, which communicate the results of audit activities.

17. Appraise the adequacy of operating management's actions to correct reported deficient conditions; accept adequate corrective action; continue reviews with appropriate management personnel on the action the Internal Audit Department considers inadequate until there has been a satisfactory resolution.

18. Coordinate audits with independent external auditors and others. Work closely with the Committee to develop audit priorities and reporting on key issues

19. Engage in new system projects like CaseWare IDEA and Monitoring, etc., HOTLINE administrator, and LexisNexis national database systems. Prepare workflow documentation, identify control users and ensure new controls are adopted and implemented along with new systems and significant system changes.

Develop annual budget requests that will provide sufficient training for the Internal Audit Department professionals to meet performance expectations that will obtain the supplies, equipment and technology necessary to execute planned engagements and support routine operations; and that will provide sufficient personnel staffing to meet the audit needs of the organization.

21. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Ensure all organizational policies and guidelines are adhered to and administered correctly, including the HR Management Guide, Employee Handbook, reviewing and approving timesheets, expense reports, complying with applicable employment laws, purchasing guidelines, bid law, etc.

22. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

23. Champion, model, and administer a performance-oriented culture by demonstrating strong leadership and people development skills. Seek to develop and monitor key performance measurements and develop/support a work environment that develops, recognizes, holds accountable, and rewards talent to support employee engagement and meet current and future workforce needs.

24. Responsible for demonstrating the organization's core values and using performance management principles to continuously improve the department and organization's effectiveness, efficiency, products, and services. This includes, but is not limited to, participating in improvement teams, recommending and implementing improvement ideas, and participating in training and other activities to keep up to date on processes, information, etc.

25. Maintain and protect sensitive and private information by keeping employee records confidential in accordance with HIPAA, local, state and federal laws and regulations.

26. Perform all work safely in accordance with established safety policies and procedures. Comply with all safety and health standards and guidelines issued by management.

27. Perform other duties as assigned.

Education

Bachelor's degree in Accounting or related field required; Master's degree preferred

Experience

Ten (10) years of experience in Auditing, Accounting, Business analysis, or program evaluation required.

Strong leadership skills required and five years prior supervisory experience required. For internal candidates the successful completion of the following BWW leadership development programs may be counted towards the required supervisory experience:

* Pre-Supervisory Program (STAR) = one year of supervisory experience

* Succession Planning Program = one year of supervisory

* Knowledge of and skill in applying internal auditing and preferred accounting principles and business practices are required.

* Accomplished leader who can lead teams, work with other business groups, and promote continuous organizational improvement.

* Knowledge of risk management concepts, control models like the COSO Framework, and Control Objectives for Information and Related Technologies (COBIT) programs; Understanding of information security risks and protocols especially in large and diverse data sets across systems.

* Additional experience required not listed on job profile will be provided with job description during interview process.
