Under the direction of the Vice President of Instruction, the Dean of Allied Health and Professional Technical Programs provides leadership in the planning, organizing, administering, developing, and assessing instruction programs, projects, and initiatives including curriculum, instruction, academic assessment, shared governance, outreach, and faculty professional development within the Divisions. Divisions supervised include Allied Health, Business and Computer Technology, Exercise Science, and Technology and Industry. The Dean provides programs with guidance related to industry advisory councils, workplace clinicals and internships, and enrollment management. Supervise the Central Washington Area Health Education Center to advance rural health issues, health career awareness, and address rural health inequities. Supervise Applied Baccalaureate degrees in Engineering Technology and Teaching and continue implementation of WVC’s pending Applied Baccalaureate in Behavioral Health. Programs: Chemical Dependency Studies, Emergency Medical Technician, First Aid & CPR, Medical Assistant, Medical Lab Technology, Medical Terminology, Pharmacy Technician, and Radiologic Technology, Physical Education, Health, and Recreation, Accounting, Automotive Technology, Business, Business Computer Technology, Computer Technology, Criminal Justice, Early Childhood Education, Engineering Technology, Environmental Systems and Refrigeration Technology, Industrial Technology (Drafting, Digital Design, Electronics, Aerospace Electronics, Welding, Paralegal and Cooperative Work Experience. In addition, Dean of Allied Health and Professional Technical Programs acts as the “Vocational Director” for WVC and has the overall responsibility for all the professional-technical areas in compliance and communication issues with the SBCTC (State Board for Community and Technical Colleges). Division Leadership and Administration Provide innovative leadership in education. Promote shared governance through active participation in college committees. Work collaboratively with the faculty to plan, organize, develop, and evaluate instructional programs. Resolve student, faculty, and staff conflicts and issues within the area according to WVC policies and procedures. Develop procedures to implement effective management of the areas of responsibility. Interpret and apply laws, regulations, district procedures, and collective bargaining contract provisions. Encourage diversity, equality, and inclusion in staffing, curriculum, programs, and services. Plan, organize, and implement multiple projects and programs and provide updates to the vice president of instruction regarding progress towards completion. Compile and present narrative and statistical reports in a concise and comprehensive manner. Budget Management and Planning Develop the area budget and manage financial resources consistent with district policy and sound fiscal management principles. Develop and manage all grants related to Divisions. Work with the business office to maintain proper accounting of grant-supported programs. Monitor and manage AH/PT enrollments and course offerings to meet AH/PT and college enrollment targets and improve efficiency. Work with department chairs and program coordinators to manage course fee resources for enhance student support and learning. Work with Instruction Team (deans and directors) to establish annual budget priorities and expected outcomes. Assessment and Curriculum Activities Collaborate with faculty to develop and modify curriculum to meet student and community needs. Support the faculty in implementing Guided Pathways principles to strengthen program pathways with defined career outcomes, including associate in applied science (professional technical) degrees and associated certificates. Such alignment includes articulation to Applied Baccalaureate and Bachelor degrees at partner institutions, where applicable. Work collaboratively to support Sustainability programs and pathways at WVC. Perform strategic enrollment management as it relates to mission fulfillment, resource allocation, scheduling, and college initiatives. Establish benchmarks, goals, and annual assessments to identify program strengths and opportunities for improvement. Analyze program outcomes to implement changes in the curriculum toward realizing equitable participation, persistence, and success for WVC students within WVC’s service area and beyond. Prepare reports on instructional programs to comply with institutional, federal, and state needs. Faculty Support Work directly with AH/PT faculty on matters related to teaching effectiveness, program improvement and professional development. Make recommendations for hiring Full Time Temporary, Full Time Tenure Track, and Adjunct faculty and for classified staff within divisions of supervision. Evaluate Full Time Temporary, Full Time Tenure Track and Adjunct faculty and classified staff. Work with Adjunct faculty to integrate them into the WVC’s and AH/PT programs. Review and guide policy decision within the AH/PT Manage tenure and promotion of faculty within the AH/PT. Coordinate with other Instructional Team Deans and Directors regarding faculty cross-divisional communications and assignments. Facilities Support Provide leadership in creating and maintaining a safe laboratory environment for faculty and students. Coordinate use of all scientific instructional spaces on campus, including usage by outside agencies under contract arrangements with the college Provide leadership for addressing hazardous waste and chemical safety issues across all instructional areas. Work with area employers to provide effective clinical and workplace learning opportunities. Communications & Outreach Participate in community, state, and national organizations and meetings related to disciplines within the areas of responsibility. Promote, communicate, and facilitate partnerships with the Confederated Tribes of the Colville, four-year colleges and universities, K-12 school districts, and industry advisory committees, as warranted by specific program needs. Communicate information and outcomes that demonstrate how AH/PT programs support the mission, core themes, and strategic plan of the college. Workforce Leadership Work with faculty, program directors and coordinators, industry advisory committees, district economic development entities in the research, development, and revision of workforce programs. Participate as an active member of the Instructional Team in strategic planning; budget development (including Perkins), Assessment, Instructional Equipment, Work-based Learning, etc.); program development to meet student, community, and societal needs; resource utilization; and enrollment management. Work with other educational directors to assure collaboration on the development and scheduling of curriculum that bridges divisions of the college (CTE (Career Technical Education) Dual Credit). Act as vocational director for WVC to SBCTC, representing at the Workforce Education Council, and keeping faculty and instructional administrators apprised of pertinent information. Oversee Perkin’s allocations and reporting. Work with representatives of partner institutions (WSU, CWU, UW, North Central Washington Skills Center, Skill Source, WorkSource and high schools) to assure that course scheduling and program planning meets the needs of students. Assure that advisory committee meetings are a viable part of the college by ensuring that advisory committees comply with state regulations to provide support to college programs and employers. Collaborate with the Associate Dean for Transitional Studies and Workforce Grants in development and monitoring Tech Prep, Apprenticeship, and Co-op Work Experience programs. Serve as lead Workforce Education contact for economic development groups district wide. Assist faculty and program directors with activities related to securing and maintaining accreditation and/or certification from regional and national bodies. Assist the college with recruitment and retention of students, including development of contracts with district high schools. Minimum Qualifications: A master’s degree from an accredited institution in a workforce, human resource development, or higher education field. Two years of successful experience in academic administration such as a department chair, program coordinator, director, or dean. Demonstrated experience working with advisory committees and workforce development. Commitment to the mission of a comprehensive community college. Preferred Qualifications: Three years of teaching experience with a full-time faculty appointment. Demonstrated excellent interpersonal and intercultural communication skills. Experience with branch campuses, centers, extensions, multi-campus systems, or satellite campuses in an administrative management role. Understanding and experience serving a multi-ethnic and diverse communities, including, first-generation, Hispanic Serving Institution, and Native Indigenous populations. Commitment and competency to use of programmatic data in program planning, assessment, and development. Experience working in a collective bargaining environment. Demonstrated partnerships with employers, industry, and workforce development organizations. The salary for this position is $110,979 annually. The salary will be prorated to reflect the actual number of contract days worked in the remainder of the fiscal year.
