Summary:

Manages coding staff and operations for hospital coding including scheduling, evaluations, monitoring quality and productivity. Manages and evaluates activities in the hospital services coding area. Responsible for updating coding staff regarding coding changes and computer applications. Abstracts and codes patient records utilizing ICD-10-CM/PCS and CPT coding nomenclatures. Proficiency at researching and solving problems; Willingness to engage and assist in the education of physicians for accurate coding and charging; Experience and proficiency with medical terminology, ICD-10-CM/PCS and CPT; In depth knowledge of Medicare and various other payer coding, billing, and reimbursement guidelines; Leadership and communication skills. This position oversees the hospital coders that code the inpatient, observation, surgical, emergency department, and outpatient accounts.

2. Complies with all organization policies.

* Demonstrates knowledge of Federal & State standards and laws to maintain corporate compliance for both FRHS and the department (Medicare, Medicaid, EMTALA, HIPAA, The Joint Commission).

* Demonstrates knowledge of Patient/Resident Rights & Responsibility (Confidentiality, Informed Consent, Code of Ethics, patient Privacy & Security, Advanced Directive/DNR, Resolution of Patient Complaints, Organ/Tissue Donation, Religious/Cultural Needs).

8. Responsible for human resource management within the department to achieve coder and positive employee relations.

* Interviews and recommends employees for employment according to Human Resource policy.

* Orients and trains or arranges for orientation and training of coding staff to ensure thorough understanding of departmental policies and procedures.

* Conducts employee disciplinary procedures with appropriate documentation according to Human Resource policy and employee relations laws and guidelines.

* Monitors employee turnover, overtime and absenteeism for department and takes appropriate action to address problems/issues.

* Communicates to coordinators and staff any updates on departmental or site/system activities.

* Manages coders to include scheduling, evaluations, monitoring for quality and productivity.

* Completes annual review within 30 days from due date.

* Reviews and approves completed timecards accurately and turned in on time.

9. Evaluates effectiveness of operations and services and monitors the use of department resources.

* Updated and maintains coding procedure manual.

* Coding resource/reference materials are organized and maintained.

* CBO/E tools are reviewed and updated on an annual basis.

* Develops and maintains work standards for all coding functions and monitors work performed to assure that standards are met.

* Liaison with Business Office/Finance/Clinical departments regarding coding/charges/documentation.

* Will be responsible for PI activities in coding.

10. Provides leadership and direction to coding function to promote positive morale, communication, teamwork and achievement of department goals and objectives.

* Prioritizes workload for responsible staff to minimize backlogs due to coding.

* Provides leadership by practicing positive employee relations and team building efforts.

* Empowers staff to use critical thinking and problem-solving skills.

* Staff meetings are held on a regular basis as agreed upon by the Director. Minutes are recorded and maintained.

* A trusting work environment exists.

11. Performs diagnostic (ICD-10-CM) and/or procedural coding (ICD-10-PCS & CPT) on all medical records types at an advanced level to ensure proper reimbursement and accurate database information, as necessary.

* Reviews medical records for completeness and assigns diagnostic, procedural and billing codes to inpatients, outpatients and emergency department records according to established procedures and timeframes.

* Assigns modifiers according to established procedures and guidelines.

* Abstracts and verifies medical and demographic information according to established procedures and timeframes.

* Exhibits the ability to research coding problems, contact consultants and use problem solving methods to reach the best possible solution.

* Demonstrates evidence of maintaining knowledge of changing payer requirements affecting reimbursement.

* Accurately inputs assigned codes on the computer system for billing and statistical purposes.

12. Interacts with physicians and other hospital/corporate departments to assure compliance and appropriate billing practices.

* Fosters success of Clinical Documentation Management Program.

* Resolves any questions concerning diagnosis, procedures, clinical content of the chart or code selection through research and communication. Ensures thorough documentation is present in the medical record to substantiate code assignment by corresponding regularly with physicians.

* Queries physicians on documentation according to established procedures and guidelines.

* Monitors unbilled/unobstructed or QUIC lists to facilitate hospital reimbursement, keeping Accounts Receivable within established goals.

* Will monitor changes/additions/deletions to the inpatient/outpatient PPS and work in concert with other departments to assure compliance with the regulations.

* Monitors reports for timely coding or charts providing appropriate follow-up as needed.

* Consistently responds knowledgeably to requests from other departments or physicians regarding coding issues to assist in providing the best possible outcome.

13. Other duties

* Provides input to manage operational budget within assigned authority to assure appropriate utilization of financial resources.

* Communicates with Director about concerns and needs of coders.

* Promotes efficient use of resources by staff.

* Develops short and long-range goals and objectives to maintain and improve existing systems and processes.

* Promotes and facilitates changes in systems and processes; provide resources to staff in order to prepare them for change due to technology and other factors in the health care environment.

* Anticipates change and encourages staff to act as change agents.

* Enhances professional growth and development by:

* Attending in-service meetings

* Participating in educational programs

* Attending appropriate conferences

* Reading pertinent publications

* Works with the Director on special projects related to coding/billing/documentation issues.

* Duties are performed according to established guidelines, within an established time frame.

* Maintains at least a 97% accuracy standard.

Hours will be dependent on patient census and workload. Ability and willingness to work a flexible schedule, to include after-hours and weekends as necessary.

Other Certifications/Requirements:

Certified Coding Specialist (CCS) or Certified Professional Coder (CPC) required.

Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT) preferred.
