Job Summary

The Assistant Director of Parks and Recreation will serve under the Direction of the Director of Parks and Recreation. This position oversees daily operations of several divisions and requires knowledge of recreation activities, parks, maintenance and special projects, finance and budgeting, policy and program administration, and administrative support.

Principal Duties and Responsibilities

Assists the Director in managing the operations of the Parks and Recreation Department.
Assists the Director in developing and maintaining policies and regulations pertaining to parks and recreation; ensures compliance with all local, state, and federal regulations and laws governing department activities.
Supervises assigned divisions by lending supervision and leadership to division heads and staff, and providing technical assistance.
Coordinates city-wide special events. Responsible for the organization, implementation, coordination, and evaluation of programs and events.
Assists with construction, capital and special projects, as assigned.
Assists in management of the development and implementation of department goals, objectives, policies and priorities for each assigned; establishes, within City policy, appropriate services and staffing levels, and allocates resources accordingly.
Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support functions, and internal reporting relationships; and identifies opportunities for improvement.
As assigned by the Director of Parks and Recreation, acts as official department representative and provides assistance to other City departments, and outside agencies.
Assists with selection, motivation, and evaluations of department staff; provides or coordinates training and works with employees to correct deficiencies; implements and administers disciplinary and termination procedures.
Assists Director with the department work plan and business plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures.
Assists with managing and participates in the development and administration of the department budget; estimates funds needed for staffing, equipment, materials, supplies and projects; directs the monitoring and approval of expenditures; directs the preparation and implementation of budgetary adjustments as necessary. Identifies and helps procure resource opportunities such as grants. Maximize revenue production through creative programming, sponsorships, and quality control.
As directed, coordinates department activities with those of other departments and outside agencies and organizations; prepares and presents staff reports and other necessary communications. Responds to and resolves sensitive inquiries, concerns and complaints from both internal and external sources.
Work requires managing and monitoring work performance through the assistance of other supervisors or administrators, including making recommendations on hiring and disciplinary actions, evaluating program / work objectives and effectiveness, and realigning work and staffing assignments as needed.
Attends assigned boards, commissions and / or committee meetings and takes necessary action.
Develops and implements department safety and training programs, establishes programs that limit the severity and number of on-the-job injuries and accidents.
Coordinates the use of recreation fields and facilities by league sport organizations. Oversees a variety of contracts such as service agreements, license and rental agreements, management agreements, and other similar documents pertinent to the operation of the parks system.
Stays abreast of new trends and innovations in the field of Parks & Recreation.
Maintain harmony among staff and resolve conflicts / grievances; assist subordinates in understanding / performing duties; adjust procedures, as needed, coordinate internal and external work teams, and address errors and complaints.
Performs other duties as may be assigned.

Required Knowledge, Skills and Abilities

Knowledge of the parks and recreation industry and programming such as special events, sports leagues, facilities, aquatics, golf course, and park maintenance.
Knowledge of park development, maintenance practices, construction and project management skills, and sports turf management.
Excellent leadership, staff development, financial management and business management skills.
Knowledge of forestry / horticulture including maintenance of trees and landscaping preferred.
Knowledge of municipal government planning and preparation, and public administration financing and purchasing regulations.
Excellent public relations, marketing, and public information concepts, practices, and skills.
Knowledge of modern management and personnel principles and practices. Excellent computer skills including Word, Excel, PowerPoint, and Outlook.
Excellent communication and public speaking skills.
Ability to effectively plan, organize and maintain records, implement written policies, and maintain good working relationships.
Ability to exercise good judgment and provide technical assistance to assigned staff and other city staff.
Ability to analyze problems and present appropriate recommendations.
Ability to complete attendance and accounting reports.
Ability to maintain regular and predictable attendance

Education, Certification and Experiences

Possession of a Bachelor's Degree in Parks and Recreation or related field with a minimum of three years of related experience as an Assistant Director of Parks and Recreation or similar position with progressive supervisory experience required.
Possession of a valid Texas Class C Driver's License.
NRPA Certified Park and Recreation Professional or ability to obtain within one year.

Longevity: With budget approval, employees earn $4.00 per month for each complete full month of continuous service. The employee must complete one full year of employment to be eligible. Maximum benefit is $1,200 annually.
Voluntary Life Insurance: The employee may elect up to five times their base annual salary with a maximum of $250,000. Coverage for spouse and dependent children is also available for purchase. Terms apply.
Voluntary AD&D: The employee may elect up to ten times their base annual salary with a maximum of $500,000. Terms apply.
Voluntary Short-Term Disability: The employee may elect up to 60% of their base weekly salary with a maximum weekly benefit of $1,000. Terms apply.
Texas Municipal Retirement System (TMRS): This mandatory retirement plan requires each employee to contribute 7% of their gross salary to the plan and the City matches contributions 2 to 1. An employee becomes eligible to retire with 20 years of service or with five years of service at a minimum of age 60.
Optional Deferred Compensation: The employee may contribute to a 457 plan through Mission Square Retirement.
Social Security: Current rate is 6.2% for both employee and employer
Medicare: Current rate is 1.45% for both employee and employer.
Vacation - 12 days annually during first five years of employment (accrued monthly)
Sick Leave - 12 days per calendar year (accrued monthly)
Holidays - 12 holidays plus two floating day
