Job Overview
The California Department of Social Services (CDSS) Legal Division is recruiting a Policy Attorney IV for its Children’s and Community Care Licensing Policy and Litigation (CAL) Branch. The role supports the Community Care Licensing Division’s Child Care Program by providing legal policy guidance, ensuring federal funding compliance, addressing collective bargaining matters, and overseeing child care and development standards and health and safety regulations.

Responsibilities

Provide legal policy support to the statewide Child Care Licensing Program, including federal funding compliance, collective bargaining, child care and development, and health and safety.

Analyze, draft, and advise on legislation and regulations that affect the Child Care Program.

Develop and defend state and federal programs involving large budget amounts.

Work with other state departments, advocacy groups, legislative staff, and stakeholder work groups.

Provide expert advice to executive staff, legislative staff, the Health and Human Services Agency, and the Governor’s Office.

Represent the Department and support the Office of the Attorney General in state and federal litigation.

Qualifications

Broad litigation or litigation support experience.

Strong analytical and drafting skills for legislation and regulations.

Experience working with state departments, advocacy groups, legislative staff, and stakeholder work groups.

Ability to manage complex, politically sensitive, and fiscally significant legal matters with minimal supervision.

Special Requirements

Must complete a background investigation prior to hiring.
