Summary
To provide Subject Matter Expert III (SME) Program Management and Labor necessary in support of the U.S. Special Operations Command (USSOCOM) Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L) is responsible for all USSOCOM research, development, acquisition, procurement, and logistics. SOF AT&L works with Government, academia, and industry in meeting its mission to provide rapid and focused acquisition, technology, and logistics support to Warfighters, delivering the most effective capabilities to our Special Operations Forces.

DAWSON personnel will provide contractor support personnel to assist J4 in implementing and systematically maintaining the Defense Property Accountability System (DPAS) Warehouse, Maintenance & Utilization (M&U), Registry, Property Accountability, Force Management, and Materiel Management modules across all Special Operation Forces’ supply support activities. DPAS is the only authorized Accountable Property System of Record (APSR) approved by the DOD.

Duties and Responsibilities

Directs and oversees the DPAS program manpower effort including real-time tracking and effective management of numerous ongoing activities, personnel, and requirements.

Assists in the validation of cost proposals and works closely with the subcontractor to ensure all project objectives are met as defined by contract statements of work.

Ensures timely recruitment and onboarding of new hires IAW USSOCOM personnel guidelines. Ensures appropriate management and personnel actions as required by parent company.

Provides adequate manpower as required to support multiple concurrent DPAS projects ongoing through conversion period.

Develops logistical processes utilizing statistical process control methodology.

Create project plans, change management plans, and project risk management plans as required.

Retains matured interpersonal skills, such as action and solution-oriented approach to problem solving, to support DPAS implementation in a fast-paced and fluid environment and the entire Microsoft Office Suite capability to produce managed workload requirements and provide administrative work products. Actions the government’s intent with little to no direct guidance to achieve objectives. Ensure all personnel are current with any APSR required training.

Qualifications

Master's Degree in any Business-related field OR any bachelors degree and additional 5 years (total 15 years) in DoD organizations, as military or government civilian OR similarly situated government OR commercial organization.

Minimum 15 Years of combined experience with DOD or other federal agency in Financial Management, Program Management, IT, Material Management or Logistics.

Minimum 5 years Program/Project Management experience.

Certified as Program/Project Management Professional (PMP) or DAWIA Level III PM certification or additional 5 years' (total of 10 years) Program/Project Management experience on a DoD contract.

Must be proficient in Microsoft Office Suite.

DAU Lifecycle Logistics Level I certified.

Requires Secret Clearance on day one of performance.
