Head of Programme Management

The Program Director, abil IT provides strategic leadership, operational oversight, and continuous improvement for Humanim's abil IT workforce development program. This position is responsible for overseeing and ensuring the successful delivery of technology training, professional development services, employer engagement activities, and employment placement outcomes for individuals with disabilities and other barriers to employment.

Reporting to the VP of Workforce and Economic Development, the Program Director oversees all aspects of program administration, staff supervision, compliance, participant outcomes, community partnerships, employer engagement, and fiscal stewardship. The Program Director serves as the primary point of accountability for program performance and is responsible for ensuring participants achieve industry-recognized credentials, competitive integrated employment, and long-term career success.

This position works collaboratively with Humanim leadership, employers, educational partners, vocational rehabilitation agencies, and community stakeholders to advance Humanim's mission.

Program Leadership & Operations

Develop annual program goals, objectives, performance metrics, and implementation plans aligned with organizational priorities and funding requirements.

Ensure all program activities are delivered in accordance with Humanim policies, funding requirements, accreditation standards, and abil IT standard practices.

Lead the development and implementation of program policies, procedures, workflows, and quality assurance processes.

Analyze program performance, identify opportunities for program innovation, expansion, and continuous improvement.

Conduct regular supervision meetings, performance evaluations, coaching sessions, and professional development activities.

Ensure participants receive high‑quality, person‑centered services that support successful completion of training and employment goals.

Oversee participant recruitment, outreach, intake, assessment, selection, and enrollment activities.

Promote equitable access to services and ensure accommodations are provided in accordance with disability inclusion best practices.

Employer Engagement & Workforce Partnerships

Develop and maintain strategic partnerships with employers, workforce agencies, educational institutions, vocational rehabil it ation agencies, and community organizations.

Collaborate with employers to develop hiring pipelines, internship opportunities, work‑based learning experiences, and employment opportunities.

Represent Humanim and abil IT at workforce development meetings, business events, conferences, and community forums.

Promote disability inclusion and educate employers regarding best practices for hiring and retaining employees with disabilities.

Expand employer engagement activities to increase placement opportunities and strengthen workforce partnerships.

Budget & Fiscal Management

Monitor program expenditures and ensure responsible stewardship of financial resources.

Assist in the development and management of annual program budgets.

Review budget performance and recommend adjustments as needed.

Monitor resource allocation to ensure efficient and effective program operations.

Ensure compliance with all grant, contract, and funding source requirements.

Support grant budgeting, forecasting, and financial reporting processes.

Monitor key performance indicators for participant success in accordance with overarching abil IT requirements. Track and report data using pre‑established formats to abil IT Across America monthly and quarterly as required.

Utilize data to inform strategic planning and program decision‑making.

Community Engagement & Advocacy

Serve as an ambassador for Humanim and abil IT throughout the community.

Support organizational initiatives that advance diversity, equity, inclusion, and accessibility.

Adhere to Humanim policies, procedures, and ethical standards.

Participate in organizational committees, meetings, and special projects.

Bachelor's or Associate’s degree in Workforce Development, Human Services, Education, Business Administration, Public Administration, Information Technology, Rehabilitation Counseling, or a related field required.

Experience conducting competency‑based training and informing the development of training plans preferred.

Experience with a Developmental Disabil it ies service provider is desired.

Experience developing employer partnerships and workforce initiatives preferred.

Successful track record using database software, information management, and learning management systems.
