Head of Programme Management

Duration: Contract - 12 months + potential ext

We are seeking an experienced Program Manager to support a major multiyear financial-systems modernization initiative. The selected professional will help lead and coordinate multiple projects associated with the transition from the Florida Accounting Information Resource Subsystem, or FLAIR, to the Florida Planning, Accounting, and Ledger Management system, or PALM.

Key Responsibilities

Provide program-level leadership across multiple related IT projects and workstreams.

Develop and maintain integrated program plans, schedules, milestones, dependencies, and delivery roadmaps.

Coordinate activities across business teams, technical teams, vendors, consultants, and executive stakeholders.

Establish and support program governance, reporting, escalation, and decision-making processes.

Track program risks, issues, budgets, resources, deliverables, and corrective actions.

Prepare executive-level status reports, dashboards, presentations, and recommendations.

Manage dependencies involving financial systems, interfaces, data migration, testing, implementation readiness, and organizational change.

Monitor vendor and contractor performance against agreed deliverables and timelines.

Support program documentation, auditability, regulatory compliance, and public-sector reporting requirements.

Facilitate steering committee meetings, stakeholder workshops, and cross-functional planning sessions.

Required Background

Demonstrated success overseeing multiple concurrent projects or workstreams.

Strong program governance, portfolio management, risk management, and dependency-management experience.

Experience managing enterprise system implementations, modernization programs, or large-scale technology transformations.

Strong executive communication, stakeholder management, and presentation skills.

Experience managing budgets, resources, vendors, systems integrators, and cross-functional delivery teams.

Ability to work effectively in a structured, highly regulated environment.

Availability to work onsite in Tallahassee, Florida.

Preferred Qualifications

Experience with ERP, accounting, general ledger, payroll, cash-management, or financial-management systems.

Previous state, local, or federal government program-management experience.

Direct exposure to Florida PALM, FLAIR, or State of Florida financial operations.

Experience working within an enterprise PMO.

Knowledge of Waterfall, Agile, and hybrid delivery methodologies.

PMP, PgMP, PMI-ACP, SAFe, Prosci, or comparable professional certification.
