Head of Facility Management

The Judicial Council of California is accepting applications for the position of Facilities Supervisor with the Facilities Services office.

Under the direction of the Building Official, the Facilities Supervisor over the Plans, Permits, Inspections (PPI) team is responsible for oversight of the day-to-day functions and activities of the PPI team. Incumbent is responsible for developing and maintaining plan review, permit and inspection procedures, training staff, and allocating resources for assigned capital and facility modification projects. The Facilities Supervisor shall ensure compliance with applicable codes, rules, and regulations, provide technical direction in assigned area of expertise, and serve as a point of contact for both internal clients and external regulatory agencies. The Facilities Supervisor shall determine involvement of Office of the State Fire Marshal (OSFM), Division of State Architect (DSA) and Board of State and Community Corrections (BSCC) based on project scope and coordinate the approvals with the external AHJs. The Facilities Supervisor shall provide oversight over the consultant plan reviewers, inspection firms and laboratories hired for projects.

The Judicial Council

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule‑making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150‑mile driving radius of their assigned reporting location.

EDUCATION AND EXPERIENCE

Bachelor’s degree, preferably in architecture, civil engineering, or construction management, and five (5) years of construction project management or facilities management experience, which includes one (1) year of prior supervisory experience. An additional four (4) years of professional experience in the assigned function as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field such as architecture, civil engineering, or construction or building management, and two (2) years of experience in providing analytical and technical support to facilities management, including one (1) year of previous supervisory experience.

OR

One (1) year as a Senior Facilities Analyst or other level (C43) class, or three (3) years as a Facilities Analyst or other level (C42) class, with the Judicial Council of California, or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level Senior Facilities Analyst, or three (3) years as an exempt-level Facilities Analyst, in a California superior court or California state-level entity, and a) completion of training courses on topics related to effective supervision within six (6) months of promotion; or b) one (1) year of previous supervisory experience.

LICENSING AND CERTIFICATIONS

− Valid driver’s license, as assigned and;

Positions assigned to construction inspection must possess at least one of the following:

California Architect license;

California Professional Engineer license.

General Contractor license;

Valid certification from the Construction Management Association of America as a Certified Construction Manager;

Valid Class A Hospital Inspector certification from the Department of Health Care Access and Information;

Valid certification as a Class 1 Project Inspector by the Division of the State Architect;

Valid certification from the International Code Council (ICC) as a California Commercial Combination Inspector (I5); or

Valid certification from the ICC as a Commercial Combination Inspector (C5).

DESIRED QUALIFICATIONS

Five (5) years of prior supervisory experience, and five (5) years of facilities ground up construction experience as an inspector, construction manager, general contractor, architect, or professional engineer.
