Head of Facilities and Maintenance

The Water Reclamation Facility Supervisor oversees the operations and maintenance activities at the City’s Water Reclamation Facility (WRF). The position leads a team that performs daily rounds, sample collection, laboratory analysis, clarifier blanket monitoring, filter changing, chemical delivery, maintenance of infrastructure and equipment, troubleshooting, testing and repair of treatment equipment, and assists with equipment replacement. Wolf Water Resource Center, is rated at 9 million gallons per day and treats primarily domestic wastewater using screening, grit removal, primary treatment, biological secondary treatment (Activated Sludge 4 – Stage Bardenpho BNR), secondary clarification, chlorination, de‑chlorination, solids handling by primary and WAS thickening, anaerobic digestion and centrifuge dewatering. The facility meets Aquifer Water Quality Standards for effluent recharge, except for the on‑site non‑potable system.

Under the direct supervision of the Utilities Operations Manager, the supervisor must provide exceptional leadership, coordinate day‑to‑day activities, administer the WRF annual operations budget, coordinate with engineering on capital improvement projects, prepare regulatory reports, maintain compliance, and manage the process control of an activated sludge treatment facility.

Direct overall operation and administration of the WRF by overseeing operational data, records, and analytical results; Assist in preparing regulatory reports and submissions; recommend operations and maintenance activities or process adjustments to maintain regulatory compliance; promote quality control to keep discharge parameters within EPA, State, and local permit limits.

Coordinate with the Utilities Operations Manager and Water Quality & Compliance Supervisor to respond to audits, inspections, and other actionable items.

Support the WRF asset‑management program and ensure proper use of the City’s CMMS; Monitor plant processes via the City’s SCADA, physical sampling, and laboratory testing of reclaimed water and treatment byproducts.

Monitor chemical feed dosage for optimal utilization; oversee chemical orders and deliveries to maintain effective plant operations.

Manage the annual water‑reclamation budget by monitoring contracts, preparing adjustments, submitting requisitions, and reviewing purchase orders.

mentor, monitor performance, training, and development; Champion a culture of safety, follow JHA, use required safety equipment, inspect safety equipment, and, when required, enter confined spaces safely in compliance with OSHA regulations.

High school diploma or GED equivalency.

General knowledge of the wastewater treatment process, equipment, controls, and basic laboratory sampling/testing procedures; preferred additional vocational training.

Minimum of seven (7) years of experience working at a wastewater treatment facility or similar facility.

Must possess an Arizona Department of Environmental Quality (ADEQ) Wastewater Treatment Operator Grade IV Certification and maintain it throughout employment.
