Provides executive leadership for facilities operations, strategic facilities planning, capital program governance, deferred maintenance, space planning, environmental health and safety, and sustainability initiatives in support of the research, instructional, and administrative mission of the Scripps Institution of Oceanography. Directs the development and implementation of long-range facilities and capital improvement strategies, ensuring alignment with institutional priorities, research growth, academic initiatives, and available funding. Provides executive oversight of the SIO capital improvement program, including the prioritization of capital renewal, deferred maintenance, infrastructure modernization, and major construction projects. Establishes program priorities, evaluates organizational risks, allocates resources, and provides strategic direction to ensure successful delivery of a diverse portfolio of capital investments. Serves as the senior facilities advisor to SIO leadership and represents the institution with Facilities Design & Construction, Capital Program Management, Facilities Management, Campus Planning, UC leadership, and external stakeholders regarding capital planning, facilities strategy, and major infrastructure initiatives. Provides leadership over fiscal, physical, and personnel resources while directing managers and professional staff responsible for facilities operations, capital planning, space management, and related administrative functions. Accountable for organizational outcomes through the development of VCMS procedures, implementation of strategic initiatives, and oversight of complex, multi-year programs that support the long-term operational and research mission of SIO. QUALIFICATIONS Broad knowledge in the areas of facilities management, space planning and allocation, security, fire and safety and emergency preparedness.

Experience and knowledge to inspect construction in progress (general and specialty structures)and read, sketch and interpret plans and specifications.

Advanced knowledge in the areas of building space planning, codes, capacity, security, fire safety, organization and departmental principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences.

Advanced knowledge of capital budgeting, financial analysis, and capital investment planning, including evaluation of funding sources, lifecycle costs, return on investment, and long-term infrastructure renewal strategies.

Demonstrated experience in interpreting policies and other regulations, designing processes, performing research and evaluating resource implications leading to effective strategic planning Knowledge relating to general maintenance, construction and repair procedures of facilities.

Strong skills to facilitate and collaborate with various internal and external constituencies on short- and long -term facilities planning and management.

Strong analytical, research and report preparation skills to meet regulatory and budgetary reporting requirements.

Strong skills in leadership, motivation of staff and team-building.

Exceptional interpersonal and communication (oral and written) skills with all levels of the University organization, including academics, managers, staff and students, by exercising tact, resourcefulness, good judgment, understanding and persuasion in all interactions. Advanced skill to multi-task and effectively prioritize large project work. Expert skills in collecting, analyzing and interpreting large quantities of diverse data. Advanced knowledge and skill regarding specialized research needs in space planning and advanced skill to effectively translate needs to professional architects and engineers. Translate scientific information for a lay audience while maintaining scientific accuracy.

Advanced skills to assess processes or services to make improvements and in project management.

Previous experience working with minimal supervision in the follow through and completion of projects. Demonstrated experience proactively problem solving, taking initiative and using investigative and research skills and resources to develop and implement creative solutions. Skill in supervision of planning and assignment of work to several individual simultaneously.

Demonstrated experience in interpreting regulations, design processes, and evaluating resource implications leading to effective strategic and long-term planning.

Advanced knowledge of capital planning, capital program governance, deferred maintenance strategies, infrastructure renewal, and long-range facilities planning. Demonstrated ability to develop and oversee a complex capital improvement portfolio that supports institutional strategic priorities.

Demonstrated ability to provide executive oversight of multiple concurrent capital improvement initiatives by evaluating portfolio performance, funding strategies, organizational risk, project priorities, and resource allocation while ensuring alignment with institutional goals.

Demonstrated knowledge of institutional capital planning principles, project governance, organizational risk management, and executive decision-making processes supporting research-intensive facilities and infrastructure.

Hourly Equivalent: $53.30 - $101.10
The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
