Job Details And Qualifications Clackamas County seeks an experienced Facilities Operations Supervisor to lead maintenance operations and ensure county buildings are safe, functional, reliable, and well‑maintained. This hands‑on leadership role is ideal for a practical problem‑solver who understands commercial building systems, can prioritize competing needs, and enjoys work that supports employees, visitors, and the community.
As a Facilities Operations Supervisor, you will supervise, train, and evaluate maintenance staff while planning and prioritizing preventive maintenance, routine repairs, and emergency work. You will coordinate county employees, contractors, and service providers, monitor the Z‑One Mobile [DR1.1]work order system, inspect work, review bids and contractor performance, and ensure compliance with building codes and regulations. You will also monitor maintenance budgets, support capital improvement planning, procure supplies, equipment, and services, and build effective relationships with county departments, contractors, and the community.
This position provides leadership in the Maintenance and HVAC functional areas. Maintenance responsibilities include building repairs, equipment, and building systems. HVAC responsibilities include heating, ventilation, air conditioning, building controls, indoor air quality, and related systems.
The ideal candidate combines technical facilities expertise, supervisory experience, sound judgment, and strong customer service skills. You should be comfortable reading plans and blueprints, coordinating skilled trades and contractors, managing competing priorities, promoting safe work practices, and communicating effectively with employees, vendors, County departments, and the public.

A minimum of five (5) years of experience maintaining, repairing, or operating commercial buildings, facilities, building systems, or related infrastructure that would provide the required knowledge and skills to perform the responsibilities of this position
A minimum of two (2) years of experience must include leading or supervising the work of others (i.e., providing daily work direction and/or scheduling, assigning work, checking completed work, and/or training)
Experience performing asset management, facilities management, and project management
Thorough knowledge of codes, regulations, and laws pertaining to construction, ADA, hazardous materials, and wage/hour requirements
Knowledge of commercial building systems and maintenance practices, including plumbing, electrical, mechanical, HVAC, lighting, roofing, structural systems, and related equipment
Ability to promote and enforce safe work practices and comply with applicable workplace safety requirements
Ability to communicate effectively, both orally and in writing, with employees, contractors, vendors, county departments, and the public
Ability to read and interpret plans, blueprints, schematics, and technical specifications
Ability to provide after‑hours emergency response on a call‑out basis
Ability to report to work to support critical county operations in the event of an emergency, disaster, or adverse weather conditions
Experience overseeing maintenance and operations across multiple commercial, institutional, public‑sector, or similarly complex facilities
Experience developing scopes of work, coordinating contractors, monitoring performance, reviewing bids/invoices, and supporting remodeling or capital improvement projects
Experience managing maintenance budgets, developing cost estimates, planning equipment or capital improvements, and prioritizing resources across competing operational needs
Extensive experience in project budgeting
Experience with HVAC systems
Experience using a computerized maintenance management system (CMMS) such as Z‑One Mobile or a similar work order/asset management system
Must pass a post‑offer, pre‑employment drug test.
Must pass a criminal history check which may include national or state fingerprint records check

Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment.

TYPICAL TASKS
Duties may include but are not limited to the following:
Hires and supervises facilities maintenance staff under the direction of the Facilities Manager; prepares performance evaluations; recommends and administers progressive discipline; schedules, conducts, and/or facilitates required safety training and development programs; and schedules outside training for Facilities Maintenance staff.
Manages and oversees Facilities Management programs related to safety and risk, vehicle, maintenance, sign manufacture, tool inventory and other programs.
Oversees compliance, inspection, implementation and adherence to all federal, state, county and local laws, regulations and code requirements relating to facilities management including: fire and life safety, building, boiler, plumbing, electrical, elevator and security systems; acts as liaison with various regulatory agency representatives to ensure regulatory compliance; acts as liaison with professional service consultants, insurance agents, safety and risk management staff; completes and submits building permit applications.
Plans and schedules preventive and scheduled maintenance for all County buildings and grounds; prioritizes routine and emergency repairs submitted via the Z-One Mobile Work Order System, e-mails and phone calls; monitors Z-One Mobile throughout the day and assigns priority emergency work; oversees and maintains the Engineering Services section of the Z-One Mobile Program and identifies, analyzes an documents maintenance requirements; ensures effective performance of staff, inmate and community service work crews, janitorial, landscape, construction maintenance, repair and service contractors; ensures staff and crews are performing to meet customer service satisfaction.
Coordinates and inspects the work of contractors; serves as liaison between county departments, Facilities Maintenance staff, contractors and materials suppliers; develops basic contractor specifications for materials, maintenance and services; solicits, obtains and reviews contractor bid documents and recommends the awarding of professional services contracts; monitors contractor services provided and reviews and approves contractor invoices.
Monitors and controls maintenance budget expenditures and accounts; assists with budget preparation and administration; prepares cost analyses and makes recommendations for machinery, large equipment and capital improvements; develops and prepares Facilities Management capital improvement and remodeling project specifications; plans, budgets and procures supplies and equipment, and contractor services.
WORK SCHEDULE
This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is designated as on‑site/in‑person . It is expected that the selected candidate will perform duties at the specified on‑site work location.
WORKING CONDITIONS
Duties require squatting, kneeling, bending, twisting, balancing, climbing, fine motor control, and the ability to lift and carry up to 75 pounds, and push/pull 100 pounds. Duties involve frequent exposure to confined spaces, loud noises, slippery and/or uneven surfaces, working at heights, and adverse weather conditions.
Regularly required to perform after‑hours emergency response on a call‑out basis 24 hours a day/7 days a week.
This position is designated as essential and may be required to report to or remain at work during inclement weather, major emergencies, or disasters when other employees may be excused. Individuals in this role help ensure the continuity of vital county services and may be asked to remain on duty or report to work as directed by their supervisor. In emergency situations, employees may also be temporarily assigned related duties to support critical operations.

ABOUT THE DEPARTMENT
Clackamas County’s Facilities Management Division supports county operations by providing safe, secure, sustainable, and well‑maintained facilities that enable the effective delivery of public services. The division stewards county‑owned and leased buildings and infrastructure, ensuring employees, residents, and visitors have access to functional, reliable spaces.
Facilities Management maintains more than 1.2 million square feet across over 100 owned and leased facilities, from small service sites to major public buildings. Services include preventive and corrective maintenance, HVAC, electrical, plumbing, janitorial, landscaping, utilities and energy management, security and access control, fire and life‑safety compliance, lease administration, space planning, construction and capital improvement projects, warehouse and logistics support, mail and courier operations, and 24/7 emergency response.
Through a comprehensive maintenance program, service request system, and coordination of specialized contract services, the division protects county assets, improves operational efficiency, and supports a safe and sustainable environment for county staff and the community.
