The Human Resources Position Specialist position is responsible for performing a variety of administrative and professional work in coordinating human resources functions of the County of Northampton. Work duties include assisting with recruitment efforts with a focus on the Department of Human Services, administering preemployment testing, and supporting onboarding and orientation processes.
SUPERVISION RECEIVED This position reports directly to the Deputy Director of Human Resources and Director of Human Resources.

SUPERVISION EXERCISED This position does not exercise supervision over other employees.
ESSENTIAL DUTIES OF THE POSITION Assists and advises applicants in all phases of the hiring process, with a primary focus on Pennsylvania State Civil Service positions for the Department of Human Services.
Maintains open-communication with hiring managers within the Department of Human Services to help meet their hiring needs. Utilizes phone calls, e-mail correspondence, and Skype for Business.

Creates experience and training exams for Human Services positions as needed, with the assistance of the Department of Human Services.
Provides exceptional customer service by effectively communicating by telephone, email, or in person. Expertly resolves issues or directs visitors to appropriate staff able to provide assistance.
Creates external job postings for online job boards, college websites, and/or specialized websites as needed.

Ensures expired postings are removed immediately, and new postings appear on the bulletin boards on "live" date. Reviews any other materials on bulletin boards for relevancy and removes any items not approved for posting.
Tracks the completion of new hire Authorized Driver paperwork and ensures that motor vehicle history reports are performed. Collects signed Vehicle Safety policy paperwork and vehicle insurance information, and shares with Executive Secretary of Administration once all forms are received. Assists with recruitment efforts, as needed. Attends job fairs and other recruitment events as scheduled. Uses HRIS (OneSolution) to enter data for new employees, as well as changes needed to keep employee records updated and accurate, as needed.
Assists with conducting pre-employment testing. Prepares for test sessions by printing rosters and test materials, and rearranging the test room when necessary. Composes correspondence using Microsoft Office and Outlook, or any other necessary applications. Correspondence may include new hire offer letters, applicant test results, rejection letters, spreadsheets for tracking purposes, etc.
Retrieves requested materials from files. The duties listed above are intended only as illustrations of the various types of work that may be performed. EDUCATION AND EXPERIENCE - High school or general equivalency diploma required; At least two (2) years of satisfactory full-time professional human resources work experience.
KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of state and federal labor laws and regulations, as well as the ability to learn specific rules and regulations governing human resources administration for the County.

Knowledge of computers and computer software, including Microsoft Office applications. Ability to develop Excel spreadsheets and create formal correspondence in Microsoft Word.
Excellent communication and interpersonal skills with the ability to listen effectively, respond appropriately, and maintain mutual comfort level while relating to a diverse clientele, both verbally and in writing.
Excellent time management, prioritization, and multitasking skills, along with the ability to maintain sufficient flexibility to respond to immediate demands. Ability to manage projects simultaneously while working under pressure to meet deadlines.
Ability to learn to utilize the necessary software specific to the Human Resources department.
Ability to preserve confidential and sensitive information.
Ability to establish and maintain working relationships with County staff, other agencies, and the general public.
Ability to read, write, speak, understand, and communicate in English to perform the duties of this position.

TOOLS AND EQUIPMENT Telephone, personal computer (including HRIS, Microsoft applications and other specialized software), calculator, scanner, fax machine, and copy machine.

FLSA NON-EXEMPT (ELIGIBLE FOR OVERTIME)

Full-time employees of the County of Northampton are afforded a package of benefits which includes the following: Medical Insurance Dental Life Insurance Retirement Medical Insurance Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. and may be subject to collective bargaining, if a union member. The employee may also elect to opt out of the County's medical insurance if proof of coverage through the spouse's employer is provided. Copayments may vary, subject to collective bargaining, if a union member. Dental Coverage Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member. Life Insurance A life insurance policy is afforded to full-time employees beginning on the first day of employment, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement. $Retirement All full-time employees and part-time employees working more than 1000 hours per year qualify for County of Northampton retirement benefits, in which employees must contribute 5% of their earnings, and employees may choose to add additional voluntary contributions, not to exceed an additional 10%. Additionally, employees may participate in an optional deferred compensation plan (457(b)) which may provide present tax advantages and future retirement savings.
