Cost Estimator (temp)

The position of Estimator II will be responsible for delivering safe, cost‑effective and quality estimates of complex and large utility scale solar projects. The Estimator II must be capable of presenting their estimate to the leadership team as well as the client, demonstrating high competency of all components of the estimate and include backup supporting documentation to defend the estimate and the information used to assemble it. Will work as a team as well as delegate work to Estimators while mentoring them to improve their capabilities.

Key Responsibilities/Accountabilities

Manages all aspects of estimate development including scope, schedule, cost, safety and quality.

Manages assigned pursuits/proposals from inception to contract execution, manages client relationship, and collaborates with Business Development and internal engineering to ensure all proposals meet client expectations.

Leads Pre‑Construction kick‑offs and assigns/manages all key deliverables from engineering, estimating, and pre‑construction. Leads weekly internal and external engineering, pricing, and contracting meetings to ensure all deliverables are being completed on time and to expectations.

Identifies labor, material, and time requirements by studying proposals, drawings, specifications, and related documents.

Works with site investigation specialists to perform site visits, evaluates site investigation reports and ensures any key information or anomalies discovered is communicated to engineering, estimating, and the client. Obtains permit matrix from site investigations team and reviews.

Creates RFP documents to assist the Subcontract Team to obtain from subcontractors. Work with the Subcontract Manager to assess subcontractor proposals and conduct subcontractor interviews.

Travels to project sites to understand construction sequence, means and methods, site conditions and perform time‑studies.

Confer with engineers, vendors and subcontractors to develop Value Engineering ideas to drive project design, schedule, and economics.

Generates and reviews the project schedule; engineering, procurement, construction, and client deliverables. Utilizes feedback from Engineering and Procurement on material lead times and design durations. Holds key stakeholders accountable to deliverable dates. Works with Scheduler to finalize project schedule and ensure key information is captured in the estimate.

Facilitates communication between Primoris and Client tax groups to finalize tax strategy for project.

Owns the contract review process, works with Contract Manager, Legal, and Engineering to review EPC Agreements and Exhibits. Ensures all documents have been reviewed by key stakeholders and communicates with clients on redlines.

Develops risk register and performs risk review. Identifies mitigation strategy for each identified risk and develops opportunity log.

Generates and identifies all items required on the proposal term sheet (assumptions, clarifications, exclusions).

Reviews and confirms estimating takeoffs provided by their Estimating Team, Engineering and CAD designers.

Reviews and confirms quotations from vendors and subcontractors.

Develops and manages LNTP’s as necessary with support from Operations Project Manager and Project Engineer. Scope, schedule, price.

Ensures long lead procurements and engineering agreements are committed/executed in conjunction with LNTP’s to preserve project schedule.

Assists with final EPC contracting documents and exhibits by working with the Contracting Team.

Assists with transition from the pre‑construction phase to the construction phase by transferring information gained to the Construction Team, including review of contract terms, estimates, schedules, value engineering, subcontract review, and similar areas.

Basic Qualifications

Must have solar experience. Utility scale solar experience preferred. Will consider experience in solar, BESS and Wind.

7+ years of relevant Construction/Project Management and/or Estimating experience.

Proficient computer skills in Microsoft Office Suite, estimating software (WinEst, B2W or similar), take‑off software (On‑Screen Takeoff or similar), BIM tools (Revit, Assemble, etc.), project management software (CMiC or similar), and scheduling software (Primavera or similar).
