Depending on project and work schedule determines whether telework will be allowed. The projects on-site take priority over telework.

Yes Required to carry a BPA supplied cell phone/pager and work non-core hours when requested.

Current telework, remote work and onsite support is based on BPA's business needs and is subject to change or termination at any time.
** Assignments with the "Remote" Designation must reside in WA, OR, ID or MT. This full-time contract Network Administrator assignment will support the Network Administration (JNDN) organization within the IT department at *** (BPA). The Network Administrator assignment supports BPA's networking connectivity in an Internet/intranet environment. They will assist with maintaining a high performing infrastructure on various network components such as routers, switches, patch panels and fiber/cable plants by installing, configuring and troubleshooting using provided tools.
The Network Administration (JNDN) organization operates the corporate network supporting standard and critical business services by interconnecting hundreds of BPA sites across five states, and acting as a conduit for certain mission critical activities requiring multi-domain network connectivity. JNDN delivers trusted, reliable, and resilient network connectivity through: 1) Fully integrated engineering, deployment and operations; 2) Active management of third party communications providers; 3) Comprehensive configuration, event and performance management of gateways, routers, switches, firewalls, wireless network connectivity, intrusion prevention/detection systems, application layer gateways, and filtering components; and, 5) Cable plant lifecycle management.
Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Serve as senior network administrator, including facilitation of installation, configuration, upgrade and troubleshooting LAN and WAN components such as routers, switches, and monitoring tools.
Identify and independently solve complex multi-layered client access, data center and network connectivity problems.
Act as primary point of contact and technical subject matter resource for other Network Administrators in the office and respond to Networking questions from the network and other teams, enhancing productivity and facilitating knowledge transfer.
Act as primary point of contact on the maintenance of network maps and data spreadsheets using Cisco Catalyst Center and other tools like Visio and Excel.
Knowledgeable in configuration management, enforcement of configuration management, and zero touch deployments in Cisco Catalyst Center and Gluware.
Test cables and fiber, monitor network health (frame errors, collisions) and identify setting problems with speed, duplex, and protocol mismatches. Cisco Catalyst Center) or command line management interface to modify configurations such as IP routes and VLANs. In addition, track device performance, errors and traffic using tools such as NetFlow, ExtraHop, Scrutinizer, Splunk, etc.
Create and troubleshoot network maps, and monitor network problems involving connectivity failures with the SNMP, SSH, SMTP, FTP, TLS/SSL, ICMP, VOIP and other protocols.
Identify the need to upgrade or enhance network component capabilities in response to network problems and deficiencies; degradation of service; assist with implementation of identified solutions.
Configure and maintain 802.11n and Wi-Fi Networks.
Configure and maintain 802.1x Port-based Network Access Control using Cisco Client.
Utilize network expertise to provide prompt solution for PC and network connectivity problems.

Communicate with clients and team concerning solutions pertaining to network performance and/or maintenance and facilitate problem resolution.
Communicate technical information verbally and in writing to technical and non-technical users, utilizing excellent written and oral communication skills, listening skills, patience, analytical reasoning and problem-solving abilities.
Meet and assist project teams to meet timelines, milestones, and deliverables. Provide timely status updates and communications to project team members, stakeholders, technical team and others routinely or as needed (potential delay(s) or issue(s).
Provide a sustainable IT infrastructure by supplying cross training and functional documentation.
Understand and follow established processes and procedures in an ITIL service model environment including Change Management, Work Tracking and Time Management.
Keep abreast of the latest computer industry developments in application development, network, user interface, system software, data acquisition and related computer hardware areas.
Bachelor's Degree in Computer Science, Information Technology, Engineering, or a related technical field is preferred.
With an Associate's or Bachelor's Degree in applicable fields, 8 years of experience is required.
With an Associate's or Bachelor's Degree not in applicable fields or without a degree, 10 years of experience is required.
Experience must include direct work experience in Information Technology performing Network Administration.
Cisco Certified Network Associate (CCNA) or greater (e.g. Cisco Certified Networking Professional [CCNP]) in Routing and Switching or equivalent is required.
Network components, operation and maintenance concepts and methods
Network architecture principles, security principles, and concepts
Network management tools such as enhanced packet capture, inline tools, and troubleshooting commands (e.g. traceroute).
LAN and WAN development principles and methods, including sub-nets, gateways, and firewalls
Configuration of Cisco routers and switches using cisco catalyst center
Configuration or change management concepts.
Building Cat 5e / 6a cables and Cable / Fiber Plant concepts and theories
Knowledge and experience supporting additional routing protocols BGP, OSPF etc.
Knowledge of Linux operating systems with 1 year experience is desirable.
Knowledge and experience supporting MPLS is desirable.
The exterior of the boot must be made entirely of natural materials (all leather or leather and rubber combination) to conform to Arc-Flash requirements.
Electrical and Arc-Flash protective clothing and PPE as required by OSHA and consistent with BPA Safety and Health Policy for work on or near an energized facility.
Rare: Intended for workers who will work less than 5 days per month in substations or around energized electrical equipment.
Hazards & Risks
Assignment requires a minimum level of physical ability sufficient to lift, carry, move and stack equipment weighing up to 40 pounds. Training Expectations (Worker is expected to keep current on the latest technologies and skills required for the assignment.)

Attendance at all conferences, workshops, training, etc. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.

The BPA manager's acceptance of the API or CWSD serves as their attestation that all applicable mitigation measures listed below are or will be established and adhered to in their organization.

CFTE are not permitted to serve as "voting" members for acquisition selections.

All contract-related decisions (modifications, changes, performance) must be determined by appropriate federal personnel (COs).
CFTE are not permitted to direct the actions of federal employees (BFTE) or have any control or input into their performance.
Dissemination of Agency/Policy Information / Training
All training and any information that is to be disseminated must be either 1) per established policy, process, procedure, or practice; Inspection / IT Testing
Processes and procedures must ensure Federal personnel review inspection findings and CFTE recommendations before acceptance or rejection of material(s) / item(s).

BPA's process for Policy development includes multiple levels of federal review prior to acceptance / adoption.
Interpretation of Policy/Regulations
Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.
Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.
CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.

The Contract Full Time Equivalent (CFTE) Hiring Safety Training Matrix is a hazard assessment for CFTE personnel routine tasks. It is intended to set a common understanding on training requirements between the CFTE personnel and the *** (BPA) managers/supervisors. BPA Requesting Managers should complete this form and coordinate with BPA Supplemental Labor Office during the procurement process to ensure the CFTE position includes a list of required trainings associated with identified tasks, conditions, and exposures. Each task, condition, and exposure indicate which training courses are required, who shall provide those trainings, and when those trainings shall occur.This form is intended only as a reference document for contractors.

BPA Requesting Managers must review this document during the CFTE procurement process. Identify if the mitigation for applicable tasks/conditions/exposures will be provided by BPA or the Contractor (supplier).
Pre-Hire Training should be completed prior to the CFTE starting their assignment.
Post-Hire training should be completed prior to exposure to a hazardous environment and/or conducting work at a BPA worksite.
Pre-Task Training should be completed prior to conducting the associated task.
Once complete, the BPA Requesting Manager will send the completed document to the Supplemental Labor Management Office.
New processes, unusual tasks, or equipment may trigger the need for specialized training. Consult with your local Safety Manager or BPA Safety Training Manager for guidance.
BPA provided safety training will be the same training provided to Federal Workers.
It may include tasks, conditions, and/or exposures that are unique to a particular position, work site, or person.
