Business Operations Writer Analyst II

Lead the planning, coordination, and development of responses to Requests for Proposals (RFPs), Requests for Information (RFIs), and other procurement-related documents Partner with subject matter experts across product, operations, technology, compliance, and implementation teams to gather and organize proposal content Create, review, and maintain operational, technical, and business documentation supporting EBT products and services Develop and maintain structured documentation architecture across business functions Analyze business processes and workflows to identify operational efficiency and process optimization opportunities Research and document business requirements, operational procedures, and client-specific solutions Ensure documentation complies with federal and state regulations, organizational policies, and industry best practices Support audits, compliance initiatives, and client reviews with accurate, current documentation Track and manage proposal content repositories for current and reusable information Collaborate with leadership and stakeholders on business communications, presentations, and strategic documentation Prepare business reports, analyses, and executive summaries to support decision-making Recommend improvements to documentation standards, knowledge management practices, and operational processes Contribute to continuous improvement initiatives enhancing quality, compliance, and operational effectiveness Participate in training and professional development activities focused on technical writing, proposal development, and documentation best practices Requirements Bachelor's degree in Business Administration, Communications, English, Public Administration, Information Systems, or an equivalent combination of education and experience 2+ years of experience in business operations, technical writing, proposal development, business analysis, documentation management, or a related field Exceptional written, editing, proofreading, and verbal communication skills Experience developing RFP responses, business proposals, operational documentation, or technical publications Strong analytical and problem-solving skills Ability to organize complex information effectively Experience working in cross-functional environments with business and technical stakeholders Proficiency with Microsoft Office applications, including Word, PowerPoint, Excel, SharePoint, and Teams Ability to manage multiple priorities and meet deadlines in a fast-paced environment Strong attention to detail and commitment to high-quality deliverables Knowledge of documentation governance, version control, and content management best practices Experience supporting government programs, regulated industries, or public-sector clients is preferred Knowledge of SNAP, WIC, TANF, Summer EBT, or other public assistance programs is highly desirable Experience supporting large-scale government procurements and proposal efforts is an added bonus Knowledge of federal and state procurement processes and contract requirements is an added bonus Familiarity with EBT systems, payment processing, or government benefits administration is an added bonus Experience with proposal management, knowledge management, or documentation platforms is an added bonus APMP certification or technical writing certification is an added bonus Core Competencies Demonstrates expertise in proposal development, technical writing, and documentation management, with a strong focus on compliance and operational efficiency.
