Veterans Service Officer

This position assists the County Director with the administration of services pertaining to Veterans and their families. This includes working with veterans and their families to secure their rights in matters relating to their person, property and care of family under any of the laws of the Commonwealth of Pennsylvania, the United States, and the County of Delaware, administering the provisions related to burial of deceased service persons and their widows/widowers, furnishing markers and arranging for headstones for their graves, compiling and maintaining the Delaware County Veterans' Grave Registration Record and providing that information to the Pennsylvania Department of Military and Veterans Affairs, and assisting the County in cooperating with Pennsylvania's Deputy Adjutant General in charge of Veterans' Affairs in matters relating to Veterans and their families.

Essential Duties

The Veterans Service Officer is responsible for assisting the Director in the day-to-day operations of the department and participating in all manner of Veteran-centric events in order to heighten awareness of the department throughout the County and the services it provides. This would include, but not be limited to the following:

• Manage a database of military personnel residing in Delaware County in a continued effort to contact and assist them.
• Facilitate the process of Veterans and their family members applying for and maintaining benefits; educate the client about all available services and programs and help determine eligibility.
• Visit homebound and disabled Veterans at home or off site when necessary to provide assistance with applying for or managing appropriate services and benefits.
• Represent the County by participating in meetings, programs and ceremonies held by various Veterans' Service Organizations, local municipalities, and community organizations.
• Assist with the coordination of the Delaware County Veterans ID card program.
• Interact with the U.S. Department of Veterans Affairs and the Pennsylvania Department of Military and Veterans Affairs; stay current on new and existing program benefits and guidelines.
• Attend continuing education training and seminars as needed.
• Meet with Veterans in various residential settings (long-term care, inpatient programs, County jail) as well as facilitating groups to provide assistance with applying for or managing appropriate services and benefits.
• Assist the Director in coordinating activities and maintaining linkage with the Office of Workforce Development.
• Perform other related duties as required at the direction of the department Director.

• High school graduate or equivalent; U.S. military Veteran preferred but not required.
• Must have a valid Pennsylvania driver's license
• Excellent inter-personal, oral and written skills
• Excellent presentation skills; strong computer skills with a working knowledge of Microsoft Office Suite and social media savvy
• May be required to travel extensively throughout the County
• Applicant must be able to obtain accreditation as a Veterans Service Officer with the Pennsylvania Department of Military and Veterans' Affairs within one year of hiring
• Ideal candidate will have had previous experience functioning as a Veterans Service Officer

Physical Demands:

While performing the duties of this position, the employee is frequently required to walk, sit, and talk or hear. Occasionally, the employee will need to carry items and drive a vehicle. On rare occasions, the employee will need to reach above shoulders; kneel, stoop, crouch, or squat; and push items.
