Position Overview The Behavioral Health Division is recruiting for a Mental Health Clinical Supervisor with a primary focus on administrative leadership. This position will play a central role in implementing and overseeing the Behavioral Health Services Act (BHSA) and advancing division‑wide planning, evaluation, and community engagement efforts. Key Responsibilities Support implementation of integrated plans and annual updates for the BHSA, ensuring alignment with state requirements. Monitor Behavioral Health Goals: track statewide and local outcomes, including priority indicators such as suicide, overdose, and other key metrics. Oversee division efforts to meet cultural competency requirements, ensuring services are responsive to the diverse needs of the community. Facilitate stakeholder meetings, focus groups, and advisory committees to gather input and promote transparency in decision‑making. Represent the division in state‑level calls, interagency collaborations, and public meetings on behalf of the division. Provide supervision to assigned clinical and/or administrative staff, supporting professional development and effective program implementation. Ideal Candidate The ideal candidate will be a highly motivated, community‑driven professional passionate about providing quality mental health services. The candidate should have a strong background in mental‑health‑related settings providing direct services to mentally or emotionally disabled persons, and the ability to provide effective peer support and supervision. Additionally, the Mental Health Clinical Supervisor must be adept at managing competing demands, multiple priorities, and reflect the County’s core values. Experience At least one year of experience providing clinical and/or administrative oversight to newly hired and/or lower‑level staff in a mental health setting. Two years of experience equivalent to the Mental Health Clinician (Licensed) in Solano County. Four years of experience following licensure or registration for licensure in a mental health‑related setting providing direct services to mentally or emotionally disabled persons, including dual diagnosis and addiction issues for those assigned to substance‑abuse settings. Licensing, Certification, and Registration Requirements Current licensure by the State of California Board of Behavioral Science Examiners as either a Marriage and Family Therapist (MFT) or Licensed Clinical Social Worker (LCSW), or current licensure by the State of California Board of Psychology as a Psychologist. Loss of the required state licensure shall result in termination or reassignment, if a vacancy exists and the incumbent meets the minimum requirements for the vacant position. This action will be taken in accordance with Civil Service Commission rules. Special Requirements Independent travel may be required. Driver's License: Possession of, or ability to obtain, a valid California Class C Driver's License may be required at the time of appointment. Loss of the Class C Driver's License is a cause for discipline. Individuals who do not meet this driver's license requirement due to a physical disability will be considered for accommodation on a case‑by‑case basis. Assignment Requirements: Some positions in these classes may require work in an out‑station location or in a setting with other professionals integrated as a team. Veteran Preference Points To be eligible, an applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions. A copy of the DD‑214 showing discharge type (generally copy 4) must be received in the Human Resources Department by the application review deadline. Applicants with a service‑connected disability must also submit a recent award letter from the VA stating they are receiving disability benefits for service‑connected reasons. Veteran applicants for initial County employment with an honorable or general discharge shall receive five (5) points added to their combined score. Disabled veterans rated at not less than 30% disability shall have ten (10) points added to their combined score. Veteran’s preference points will only be added to passing scores in competitive open examinations.
