Project Manager, Arterial Bus Rapid Transit
Reporting to the Manager, Project Management and Administration, Arterial BRT, you would manage scope, budget, and schedule for arterial BRT projects across multiple phases of development. Initially, your project portfolio is anticipated to include the H Line, as well as remaining project delivery and closeout tasks associated with one or more arterial BRT projects currently in operation.
Scope and risk management: Working with Arterial BRT leadership, drive project decision-making processes for key scoping and delivery decisions. Identify and communicate alternatives, tradeoffs, and make recommendations. Lead risk identification and mitigation efforts.
Schedule management: Develop and manage project schedules from planning to the start of revenue service. Coordinate with individual task leaders to track key milestones, including interdependencies between tasks.
Financial management: Develop and manage project budgets, applying strong attention to detail to track and approve procurements and expenditures across multiple revenue sources in accordance with all applicable policies. Complete grant and project reporting as required by the Federal Transit Administration, State of Minnesota, and/or other funders. Assist in the development of funding requests to complete project budgets.
Project task coordination: Coordinate project activities led by others across the project design, construction, and activation phases of project development. This includes efforts related to public engagement, right of way acquisition, interagency agreements, environmental compliance, and activation.
Internal and external partnerships: Represent the project before a range of internal and external stakeholders, providing project updates as needed and leading issue resolution efforts. Build and maintain productive working relationships between arterial BRT project staff, other Metro Transit and Metropolitan Council staff, and partner agency staff.
What education and experience are required for this job (minimum qualifications)
Any of the following combinations of progressive experience in transportation project management, including preparation of or contribution to environmental documentation for transportation projects, and preparing and delivering presentations to many types of audiences, including public, elected bodies, and professional staff and completed education (degree field of study in Planning, Urban Studies, Geography, Engineering, Transportation, Business Management or related field):
- High school diploma/GED and nine (9) years of experience.
- Associate's degree and seven (7) years of experience.
- Bachelor's degree and five (5) years of experience.
- Master's degree and three (3) years of experience.
What additional skills and experience would be helpful in this job (desired qualifications):
- Experience in the planning, design, and construction of public transit projects, facilities, and/or multimodal urban street projects.
- Skills in project management and coordination of multiple disciplines.
- Skills in project controls, including schedule and budget development and management.
- Experience in leading and facilitating meetings with very complex and detailed materials.
- Knowledge of or aptitude to learn the geography and transit system of the Twin Cities. A thorough understanding of the current regional transit system is critical to successfully execute job duties. This can be learned, but strong experience using the current system, and attention to detail on how the system could be improved will make the difference between adequate and exceptional performance of job responsibilities.
What knowledge, skills and abilities you should have within the first six months on the job:
- Knowledge of bus rapid transit and urban street planning and design / engineering principles, best practices, and technical resources and tools.
- Knowledge of bus transit and/or urban street construction practices.
- Knowledge of contract preparation, negotiation, and administration in the areas of construction, architectural/engineering, and other professional/technical services.
- Knowledge of project management tools, practices, and principles.
- Skills in budget development and management.
- Knowledge of project control methods and techniques.
- Knowledge of tools and techniques for planning and scheduling complex projects.
- Knowledge of governmental agency unit budget preparation and of policies and procedures for development and implementation of capital projects.
- Skills in Microsoft Office Excel, Word, PowerPoint, Outlook to clearly communicate project needs and fulfill business practices.
- Ability to persuasively and clearly communicate in multiple forms and with different audiences to gain consensus between divergent points of view, while establishing and maintaining effective working relationships with all relevant stakeholders.
- Ability to exercise sound professional judgment and consistently and effectively apply the policy guidelines of the Council.
- Ability to work and communicate effectively with project teams, other internal/external agency staff, consultants, and the public.
- Ability to organize and readily recall a broad array of project technical details, schedules, budgets, and stakeholders.
- Knowledge of federal transit and transportation funding guidelines.
