THE ROLE
The Financial Management and Support Division provides financial monitoring, support, and contractual oversight to CTDOT’s operating (non-fiscal) units, including, financial services for construction-related activities, including construction contractor payments, consultant inspection financial oversight, general purchase order and payroll-related assistance, and construction project budget management. The division is also responsible for the accounting and administrative functions associated with the acquisition of real property on all transportation projects, as well as the leasing and sale of State land. This includes the creation, processing, and approval of budgets, purchase orders, and the review, recordkeeping, and processing of consultant, appraisal and land payments. The Division provides financial support for all engineering design and public and private utilities and provides accounting and budget services for both the testing of materials and environmental services. In the Public Transportation area, the Division is responsible for all accounting functions associated with FTA/Transit/Rail operating and capital services, including the creation, processing, and approval of budgets, purchase orders, project close-outs, FTA grant close-outs, billings, quarterly deposits, federal and project reporting, and is also responsible for the financial review of all vendor invoices and the audit coordination for those contracts.
Key responsibilities for this Fiscal/Administrative Manager 1 position may include, but are not limited to:
Oversee the accounting and recording keeping associated with Bus Transit, Ferries and Rail operations.
Oversee the creation, processing, and approval of budgets general purchase order and payroll-related assistance.
Oversee Federal Transit Administration (FTA) and Federal Railroad Administration (FRA) federal compliance reporting and closeout process.
Responsible for Bus Transit, Rail Operations and Ferries budget planning and forecasting.
Oversee the daily deposit processing.
Oversee review, recordkeeping, and processing of all Bus Transit, Ferries and Rail operations and capital service vendor invoices.
Provides staff training and guidance and conducts Performance Evaluations.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of complex, professional fiscal and administrative functions with a major emphasis on fiscal administration.

EXAMPLES OF DUTIES
Schedules, assigns, oversees and reviews the work of staff;
Provides staff training and assistance;
Conducts performance evaluations;
Determines priorities and plans unit work;
Establishes and maintains unit procedures;
Develops or makes recommendations on the development of policies and standards;
Interprets and administers pertinent laws;
Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
Coordinates fiscal functions including budget preparation and management, accounting and financial reporting and analysis;
Assists in planning and implementation of financial aspects of EDP systems;
Utilizes EDP systems for financial records, reports and analyses;
Prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation;
Supervises and coordinates a variety of administrative functions such as grant administration, payroll, purchasing and contract administration;
In addition to supervising fiscal/administrative functions may supervise support services;
In a facility, in addition to the above, may ensure conformance with related standards of TJC, OSHA, Environmental Protection and other regulatory agencies;
Performs related duties as required.
OFFICE OF POLICY AND MANAGEMENT, OFFICE OF FINANCE:

Formulates policies and procedures related to state agency procurement and programmatic and fiscal management of health and human services purchase of service contracts and personal service agreements;
Designs, develops and implements statewide standards, goals and objectives for contracting, rate setting, payment, accounting, budgeting, auditing and other fiscal and administrative procedures to assure fiscal accountability for contracting;
Provides direction, interpretation and guidance to state agency fiscal/administrative staff involved with contracting;
Reviews with state contracting agencies the budgetary impact of any privatization contract and need for any budget adjustments;
Works with state agency contracting staff to implement requirements of the State Contracting Standards Board;
Researches, interprets and administers pertinent laws and regulations;
Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of principles and practices of public administration with special reference to governmental budget management and governmental accounting;
Knowledge of principles and procedures of payroll, purchasing, grant administration and contract administration;
Considerable
interpersonal skills;

to understand and apply relevant state and federal laws, statutes and regulations;
to prepare and analyze financial and statistical reports;

MINIMUM QUALIFICATIONS – GENERAL EXPERIENCE
Nine (9) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one (1) of which must be an accounting function. Descriptions of these fiscal/administrative functions are attached.

MINIMUM QUALIFICATIONS – SPECIAL EXPERIENCE
One (1) year of the General Experience must have been supervising professional level staff.

NOTE: For state employees this experience is interpreted at the level of a Budget Specialist or Fiscal/Administrative Supervisor.
MINIMUM QUALIFICATIONS – SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
A Master’s degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
The ideal candidate will possess the following experience and training:
Possession of a Bachelor’s or Master’s degree in accounting or finance.
Experience developing financial analysis and budget reports.
Experience with budgeting and forecasting.
Experience facilitating process improvements and documenting procedures.
Experience supervising a team of professional and diverse financial staff.
Experience with Microsoft Excel, including the ability to create and manage complex formulas, pivot tables, and conditional formatting.
