SUPERVISORY FACILITY OPERATIONS SPECIALIST

Summary This position is part of the National Archives and Records Administration, Facilities and Property Branch. It serves as the Assistant Chief, Facilities Management Branch, Archives I site Manager, responsible for planning and directing comprehensive programs for operation, repair, maintenance and improvement of the Archives I National Archives Building. Duties Plan, direct, and supervise comprehensive programs for operation, repair, maintenance and improvement of the Archives I Building. Conduct a monitoring and inspection program to ensure all mechanical systems operate properly, preventive maintenance programs are conducted, needed repairs are identified and performed promptly with minimal inconvenience and downtime. Recommend contracting for repairs and alterations; develop and evaluate cost estimates, labor resources, and material needed by in‑house or contractor support; determine fair and reasonable costs. Be responsible for all aspects of operating and maintaining the Archives I Building, including HVAC system, steam boiler system, electrical power equipment, elevator system, janitorial custodial services, fire alarm and suppression system, and general building and grounds maintenance. Conditions of Employment Experience may be gained in public, private, or volunteer service; one year of experience refers to full‑time work. Probationary or trial period may be required; continued employment contingent upon supervisory certification. One year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. Complete a Declaration for Federal Employment as required by the agency. Male applicants born after December 31, 1959 must certify registration with the Selective Service System or exempt status. Complete Personal Identity Verification (PIV) with two forms of identification per Form i‑9. File a Confidential Financial Disclosure Report within 30 days of appointment and annually thereafter. Primary duties are sedentary with walking, bending, carrying, and working at construction sites; work can be stressful and requires intense concentration. Qualifications Specialized Experience for the GS‑13 Supervising or managing staff responsible for building operations or functions. Using Contract Administration functions: project budgeting, reviewing cost estimates and proposals, issuing notices to proceed, or developing scopes of work. Planning, estimating, scheduling, and evaluating maintenance, repair or renovation projects. Time‑in‑Grade GS‑13: at least 52 weeks at GS‑12 level. Time After Competitive Appointment Federal employees on non‑temporary competitive appointment must have served at least three months in that appointment. Education No minimum education requirement.
