Description of Work The director of the Outer Banks History Center is responsible for managing the daily operation of an off-site facility remote from Raleigh under the guidance of the supervisor of the Special Collections Section. The director directs, manages, and supervises the resources, operations, personnel, promotion, programs, and activities of the Center. Resources encompass the facility, archival and library holdings, and funding from a range of sources. The director is on call 24/7 to respond to facility needs, and is responsible for maintaining safety, operational readiness, and ongoing functionality of the facility, in constant cooperation with Roanoke Island Festival Park leadership and maintenance staff. The director is expected to implement processes and supervise a staff to ensure that materials donated to, and acquired by, the Center are properly preserved and protected and to provide access to the public by identifying and controlling as to contents and location; appraising for legal, evidential, and historical value; cataloging, inventorying, and/or arranging and describing according to professional and departmental standards; making holdings accessible for research by staff, government employees, and the general public by staffing a reference desk and providing consultations. The director is responsible for oversight of funds from a range of sources including but not limited to: annual appropriated state funds; Archives and Records Management (ARM) funds; grants from governmental, non-profit, and/or private sources; and, funds available through the Friends of the Outer Banks History Center (Friends) support group. Thus, the director must foster positive and productive relationships with colleagues within the State Archives and throughout state government, with the Friends board and membership, and with a broad range of individuals and community groups that sustain and promote the Center and its services. The director also works in concert with the Friends board regarding all of their operations and activities, to advocate for the agency’s interests, assure effective cross-communications, and provide agency support for Friends’ activities, as appropriate. Key Responsibilities Use and apply professional archival descriptive standards and metadata including EAD, Archivists’ Toolkit, and other archival and/or library management software. Conduct research using extensive primary and secondary resources. Appraise, arrange, and describe complex and/or special collections. Provide extensive consultation on complex issues and make determinations regarding reformatting of records. Assist patrons in solving varied, complex, and non-routine problems in using technology, resources and facilities. Conduct sophisticated searches using complex and original search strategies using complex databases, and other reference tools. Interpret guidelines, answer inquiries and advise others regarding processes, services, and operations as applied to non-standard situations. Communicate expectations to other employees, which may include formal/informal training. Communicate effectively and work well with others. Identify training needs of various audiences; develop and modify training materials to meet those needs. Develop and deliver workshops and training for department staff and the general public. Set goals that are specific, measurable, relevant, achievable and time-bound, and that reflect the overall mission of the Outer Banks History Center, the section, and the division. Position/Physical Requirements Monday to Friday 8am to 5pm Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects with or without reasonable accommodation. Minimum Education and Experience Master’s degree in history, public history, library and information science, or a related discipline from an appropriately accredited institution. Four years of progressive experience in archives and/or records management. Or an equivalent combination of education and experience. Section/Unit Description The primary purpose of the Special Collections Section of the Division of Archives and Records is to manage and administer a comprehensive statewide program to identify, negotiate with potential donors for, appraise for historical and research value, preserve, protect, arrange, describe, and make available to the general public the “private and unofficial historical records and other documentary materials relating to the history of North Carolina….” These materials include private manuscript collections, photographs and other audiovisual materials, map collections, military collections, organization records, academic records from defunct post-secondary schools, research libraries, original works of art, and other materials housed at the State Archives in Raleigh and at regional repositories in Asheville and Manteo.
