Under the general direction of the Business Taxes Administrator (BTA) II of the Settlement and Taxpayer Services Bureau (Settlement) of the Legal Division and in coordination with the Disclosure Officer (Business Taxes Specialist III), the Business Taxes Specialist (BTS) II performs lead duties of a highly technical nature and is responsible for the assignment, tracking, and review of Disclosure Office matters, ensuring statutory deadlines are met and advising on the most complex, sensitive issues relating to California Department of Tax and Fee Administration (CDTFA) programs, policies and procedures, and federal and state statutes governing information disclosure, including the California Public Records Act (PRA); California Information Practices Act of 1977 (IPA); Exchange of Information (EOI) Agreements, and Governor's Orders. The incumbent must have the ability to review and understand CDTFA's records and the federal and state statutes governing information disclosure to determine the records that must be provided and the confidential or exempt information that must be redacted pursuant to law. The BTS II acts independently to research complex confidentiality and disclosure problems and issues; provides written and verbal advice and consultation on complex disclosure questions to Disclosure Office team members, the Disclosure Officer, attorneys, senior and executive management, and other CDTFA team members; prepares, drafts, and maintains Disclosure Office policies and procedures; reviews clearances; acts as a lead liaison between the Disclosure Office and other areas of CDTFA as well as with external agencies, and attends meetings on behalf of the Disclosure Officer. The BTS II acts as a trainer of other team members, reviews documents and correspondence prepared by other team members, and prepares reports and attends meetings tracking Disclosure Office workload. The BTS II will be responsible for handling, gathering documents, and responding to various PRA and IPA requests ranging from routine to the most complex requests.

In addition to meeting the Minimum Qualifications for the Business Taxes Specialist II , competition is limited to individuals who meet at least one of the following promotional examination criteria:
- Have a permanent civil service appointment with CDTFA, or
- Are current or former employees of the legislature for 2 or more years as defined in Government Code 18990, or
- Are current or former non-elected exempt employees of the executive branch for 2 or more consecutive years as defined in Govt. Code 18992, or
- Are persons retired from the United States military honorably discharged from active duty with a service disability or honorably discharged from active duty as defined in Government Code 18991. Applicants must provide a copy of discharge papers (DD 214) for verification purposes at the time of application.
