Job Description and Duties

Under the general direction of the Chief Operating Officer (COO), the Chief Fiscal Officer (CFO) provides guidance and direction concerning the delivery of fiscal services of the Department of Industrial Relations. The CFO, through the Accounting and Budget officers, directs the work of professional and technical staff performing the following: budget analysis and preparation; preparation, analysis, and control of accounting records; all cash management activities and expenditure forecasting; and preparation of responses to federal audit deferrals and exceptions. The CFO provides general direction to the Budget Office in preparing, reviewing, analyzing, and making recommendations regarding the department's budget. The CFO also serves as the primary point of contact on sensitive or complex inquiries regarding fiscal and program information from the Legislature, the Legislative Analyst's Office, the California Labor and Workforce Development Agency, the State Controller's Office, and the Department of Finance. Finally, the CFO provides advice and guidance to the Director, the Chief Deputy Director, the COO and the executive management team, and program managers on fiscal implications of program proposals and other issues impacting the Department.

Working Conditions

The incumbent works in an air conditioned, office building with natural and artificial lighting. In addition, the incumbent works in an enclosed private office in close proximity to others.

Please provide a specific example of your experience.

Provide an example, including years of experience at the executive or senior management level, that demonstrate your ability to analyze complex budgetary and accounting issues and make clear options, impacts, and recommendations to executive leadership and other stakeholders to ensure an effective course of action.

1. Describe your experience, including number of years at the executive or senior management level, leading subordinate managers and multidisciplinary professionals in promoting accountability, setting expectations, developing and setting operational goals, and evaluating the quality and quantity of work performed by subordinate staff.

1. Provide an example, including years of experience at the executive or senior management level, that demonstrate your knowledge and applied experience with the legislative process and protocol, experience testifying before the Legislature, and the ability to effectively represent the Department’s policy and perspective to members of the Legislature and their staff.

1. Provide an example, including years of experience at the executive or senior management level, that demonstrates your applied experience establishing and maintaining collaborative working relationships with state control agencies such as Department of Finance, State Controller’s Office, California Department of Human Resources, and Legislature.
