Senior Contracts Specialist

Overview The Senior Contract Specialist is responsible for handling non-standardized and varied procurements including construction contracts. The Senior Contract Specialist handles the more complex procurement requirements and provides technical guidance and leadership to section staff. Works independently under the delegated authority of the Section Manager. In the absence of the Manager, may be delegated the responsibility for their own projects and reports directly to the Assistant Director for Corporate Services Scope of Work Works with customers to identify, analyze, and resolve diverse procurement issues in the preparation and administration of contracts. Interfaces between vendors and end users on contractual problems and works out solutions acceptable to both parties. Exercises independent judgment and modifies current approaches for unusual situations. A high degree of analytical ability and inductive thinking is required The Senior Contract Specialist handles the more complex contract matters and works independently to plan and conduct a broad range of responsibilities. Work is analytical, non-standardized and widely varied. Work involves developing contract specifications for complex procurements, negotiations, technical issues, the coordination of multiple end users and their requirements, and resolving contract disputes or problems. Impact of Actions: Work affects a broad range of Board programs and operations. Makes decisions and final recommendations which routinely affect the activities of an entire division. Keeps the Manager of Procurement informed of unusual or precedent setting situations or problems. Requires regular contacts with internal and external persons of importance and influence involving considerable tact, discretion, and persuasion in obtaining desired actions and managing relationships at a high level. Supervisory Level: Provides technical assistance to the contract specialists. Responsibilities Develops the Solicitation Offer and Award Package (SOA) for non-standardized procurements including construction projects. Coordinates with the end user and other stake holders to ensure the quality and completeness of the SOA including the Statement of Work (SOW), evaluation criteria, cost/price format, and any other special terms and conditions. Plans, organizes, prioritizes, and performs multiple tasks to perform job functions in an orderly efficient manner. Stays current with market trends, cost histories, applicable laws, policies, products, and vendors. Ensures that a competitive group of vendors are solicited. Receives and evaluates bids for compliance and responsiveness. Oversees technical and cost team evaluations. Handles all communication between Board and vendors. Develops effective negotiation plans and strategies. Leads negotiations with vendors. Resolves solicitation issues, protests, and disputes Ensures that Board Policy and Procurement procedures are followed. Oversees management and legal review of contracts. Recommends contract award. Administers awarded contracts to ensure compliance with all terms and conditions. Coordinates with COTR on technical and end user issues and product acceptance. Takes appropriate action to resolve contractor non-performance, reviews and negotiates contract claims/disputes and termination proposals. Ensures data quality and inputs information in automated systems. Required Skills & Experience Bachelor’s degree, preferably in business, management, economics, mathematics, English, or government, or equivalent experience required. 4 years of progressively responsible work experience handling the procurement process from solicitation through contract closeout. Excellent knowledge of contracting and procurement regulations, contracting laws, practices, principles, policies, standards, and regulations. Experience with government and commercial statutes and regulations, contracting principles and best practices, and solicitations. Able to compose, read, comprehend and interpret written materials of moderate to complex difficulty on procurement related issues. Excellent analytical ability, oral and written communications skills, and strong organizational capabilities required. Demonstrated commitment to a strong customer service philosophy.
