Senior Contract Specialist

Position Overview Osi Vision is seeking a Senior Contract Specialist to support the Federal Transit Administration’s Office of Acquisition Management with acquisition and technical programmatic support services. The position will provide senior-level federal acquisition expertise across the full acquisition lifecycle, including acquisition planning, solicitation support, evaluation support, award support, post-award administration, contract modifications, reporting, and contract closeout support. The Senior Contract Specialist will assist Government acquisition and program personnel with service and commercial item acquisitions, simplified acquisitions, small to large dollar value procurements, purchase orders, Inter/Intra-Agency Agreements, IDIQ contracts, Blanket Purchase Agreements, task orders, delivery orders, and call orders. The role requires strong working knowledge of the Federal Acquisition Regulation, applicable acquisition methods, contract types, federal acquisition systems, and acquisition documentation quality standards. Work Location Work is expected to be performed primarily off-site. Personnel must be prepared to support on-site work at the U.S. Department of Transportation / Federal Transit Administration Headquarters, 1200 New Jersey Avenue SE, Washington, DC 20590, if required by the Government. Key Responsibilities Support cradle-to-grave procurement actions from acquisition planning through contract execution, post-award administration, and closeout. Meet with program officials, Contracting Officer’s Representatives, Contracting Officers, and acquisition personnel to support procurement planning and execution. Provide senior-level subject matter expertise in federal acquisition operations. Support acquisition planning, solicitation preparation, evaluation support, award documentation, contract administration, contract modifications, and closeout activities. Assist with processing service and commercial item acquisitions using FAR Parts 5, 12, 13, 14, 15, 16, 37, 43, and applicable Federal Supply Schedule procedures. Support acquisition mechanisms including IDIQ contracts, BPAs, purchase orders, task orders, delivery orders, call orders, and Inter/Intra-Agency Agreements. Assist with preparation and input of contractual actions into FTA’s contract writing system, currently Enterprise Service Center PRISM, or any successor system. Review, proofread, and edit acquisition documents to ensure clarity, completeness, accuracy, proper formatting, and contractual sufficiency. Conduct or assist with pre-award and post-award data analysis, identify missing information, coordinate with appropriate stakeholders, and report findings to the Government. Support contract administration activities, including performance tracking, invoice tracking as applicable, and preparation of modifications. Perform data verification, quality assurance, and federal reporting support. Maintain written updates of work assignments and acquisition status in spreadsheets or other Government-designated online tracking tools. Provide recommendations on procurement strategies and acquisition methods requiring senior-level acquisition judgment. Participate as an active member of the acquisition support team and provide meaningful recommendations, including unsolicited recommendations when appropriate. Ensure assigned work products are accurate, clear, complete, timely, and professionally written. Minimum Qualifications Bachelor of Arts or Bachelor of Science degree, or higher degree, and/or at least eight years of relevant contracting experience. Senior-level hands-on federal acquisition experience equivalent to at least FAC Level III training and experience and/or FAC Professional experience. Thorough knowledge of Government contracts, including Firm-Fixed Price, Fixed Price with Economic Price Adjustment, Labor Hour, and Time-and-Materials contract types. Knowledge of cost-type contracts is desirable. Demonstrated experience with federal acquisition planning, solicitation development, award support, post-award administration, modifications, and closeout. Experience supporting acquisition mechanisms such as IDIQ contracts, BPAs, task orders, delivery orders, call orders, purchase orders, and Inter/Intra-Agency Agreements. Knowledge of FAR acquisition procedures and the ability to apply acquisition laws, regulations, and policies. Excellent oral and written communication skills. Strong ability to assist Government customers and participate effectively as a team member. Ability to assess contractual requirements and recommend acquisition strategies and procurement methods. Excellent computer skills, especially Microsoft Word, Microsoft Excel, Google Calendar, Google Sheets, Google Chat, Gmail, Google Docs, Google Slides, Google Drive, Google Meet, and internet research tools. Preferred Qualifications Experience supporting civilian federal acquisition offices. Experience with Enterprise Service Center PRISM or similar federal contract writing systems. Experience supporting Federal Supply Schedule acquisitions. Experience with acquisition reporting, data verification, and quality assurance.
