Summary About the Position: Serves as a contract specialist responsible for pre-award and post-award contract, grants, and cooperative agreement actions, including price/cost analysis, negotiation, and administration for services, construction and architect-engineer (A-E) requirements. - Reviews requests for the procurement of specialized or complex items and equipment, extensive technical services, and/or unique construction.
- Prepares solicitation/amendment documents incorporating provisions such as cost accounting standards, cost or pricing data, special testing requirements, Government-furnished property, and payment provisions as required.
- Prepares required determinations and findings, and prepares and assembles solicitation document.
- Responsible for contract management on assigned contracts, grants, and cooperative agreements during the post-award phase of the procurement cycle assuring timely receipt of all contractual data specified.
- Prepares responses to all contractual correspondence with contractors, including requests for contract deviations from contract compliance.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent may be required to travel/perform Temporary Duty (TDY) up to 10%.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- Advanced Career Level Certification must be met within 4 years.
- Practitioner Career Level Certification must be met within 5 years.
