Do you enjoy working in a fast-pace d Remote-Centerd envi ronment with variety in your work? The California Department of Insurance (CDI) is seeking a dynamic Analyst III to perform advanced, high-level analytical work to support the Office of Special Counsel.

The incumbent independently researches and evaluates complex regulatory and policy issues, synthesizes input from subject matter experts across CDI divisions, and prepares strategic issue briefs, annotated agendas, voting recommendations, talking points, and other executive - level materials for Office of the Special Counsel (OSC) management review in support of executive - level preparation.
This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete a Statement of Economic Interest (Form 700), which includes an Assuming Office filing within 30 days of appointment, annual filings, and a Leaving Office filing within 30 days of physical separation. Non-compliance with the Conflict of Interest Code requirements may result in the voiding of appointment, financial penalties, or enforcement actions.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program (PLP) 2025 and related Pay Differential 386. PLP 2025 requires employees to receive a reduction in pay in exchange for monthly hours of PLP 2025 leave credits. Working Conditions
- The incumbent must be able to work in a high-rise building.
- The incumbent may move up to 25lbs. occasionally while staffing in-person or virtual meetings.
- The incumbent may telework in accordance with CDI's Telework Policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however other authorized transit subsidies do exist for those who qualify.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Advanced analytical experience supporting executive-level decision making, including drafting briefing materials, issue summaries, and recommendations for management review.
- Demonstrated ability to synthesize complex regulatory and policy issues into concise, actionable materials under tight deadlines.
- Experience coordinating multi-step projects or collaborations across multiple divisions or technical areas, integrating subject matter expert input into high-impact documents.
- Strong skills in managing interdependent timelines and facilitating internal communication to support leadership-level participation in fast-paced, sensitive environments.
- Proven track record of process evaluation and improvement in administrative or analytical workflows.
- Exceptional written and verbal communication skills for preparing executive-level materials and conveying complex information to senior leadership.
- Ability to exercise professional judgment and operate with substantial independence while contributing to governmental decision making.
- Experience supporting high-level leadership roles in a regulatory, policy, or public sector environment.
- Comfort working in deadline-driven, rapidly evolving environments with sensitive and high-impact subject matter.
- Proficiency with executive-level document preparation, tracking systems, and cross-functional communication tools.

- Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
