Government Information Specialist (Privacy)

Summary This position is located at Departmental Offices, Management CFO-Office of Privacy, Transparency and Records. As a Government Information Specialist (Privacy) you are responsible for supporting Treasury bureaus in strengthening privacy, data protection, and information security practices by providing expert guidance on privacy laws, policies, risk assessments, PIAs, SORNs, training, and incident-related procedures. Responsibilities The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Reviewing system-related information security plans throughout the Department to assist with the alignment between security and privacy practices, and acting as a liaison between the Information Technology (IT) representative, the business or end user, and the Bureau Working with Treasury's Office of the General Counsel to interpret current and pending applicable federal, state and other information concerning privacy laws, accreditation standards, and service regulations in an effort to provide sound advice to the bureaus Assisting the Bureaus and providing other support as needed when they are receiving, investigating, responding to, and redressing complaints from individuals who allege violation of their privacy Assisting and advising Bureau management when they are evaluating privacy complaints and/or disclosures that indicate possible violations of privacy protections Requirements Conditions of Employment Key Requirements: Must be U.S. Citizen or U.S. National. All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. During this time, your performance, conduct, and suitability for continued employment will be evaluated. You will not automatically convert to permanent status at the end of the probationary (or trial) period. Your supervisor must affirmatively determine that continued employment is in the best interest of the Federal service. If no certification is made before the probationary (or trial) period ends, your appointment will be terminated. You are encouraged to actively engage with your supervisor, seek feedback, and understand role expectations. Additional guidance and support will be provided during onboarding. Must successfully complete a background investigation. All new hires will be required to comply with federal ethics laws. A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Specialized Experience for the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as: Drafting and reviewing privacy compliance documentation drafted by others to ensure compliance with the PrivacyAct of 1974 and/or Section 208 of the e-Government Act, or equivalent. Examples of this could include, but are not limited to drafting and reviewing Privacy Impact Assessments (PIA), Privacy Act Statements (PAS), and Privacy Act System of Records Notices (SORN) to ensure the proper implementation of applicable laws, regulations, legal decisions, policies, procedures and/or directives; AND Ensuring that completed privacy compliance documentation reflects identification of all relevant privacy issues. Examples of this include but are not limited to identifying applicable and civil liberties laws, policies and regulations, and ensuring technically authoritative written responses in the required privacy documentation; AND Obtaining approval of the Office of General Counsel or agency officials for completed privacy compliance documentation. Examples of this include, but are not limited to working with senior management and/or legal counsel during internal review processes to address comments and/or concerns they raised regarding a PIA, PAS and/or SORN you reviewed and/or drafted approved, and ensuring the publication of the privacy documentation as required by law or agency policy. Specialized Experience for the GS-12, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as: Personally drafting privacy compliance documentation to ensure compliance with the Privacy Act of 1974 and/or Section 208 of the e-Government Act, or equivalent, and submitting the documents to supervision for review and clearance. Examples of this could include, but are not limited to personally drafting PCLIAs, PASs and/or SORNs (for example, using an agency approved template); AND Facilitate or assist in the completion of privacy compliance documentation. Examples of this could include, but are not limited to working with a system or project owner or other staff to gather the facts and legal authorities necessary to draft a SORN, PAS, or PIA, and answering a system or project owner or other staff members' questions regarding the specific content necessary to complete the relevant privacy documentation and from where that information might be obtained; AND Conducting research and providing technical advice and guidance related to privacy issues as a team member in a privacy program. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. For the GS-12, you must have been at the GS-11 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
