Title Payroll Clerk Qualifications Bachelor of Arts in Accounting, Business Administration or similar field (preferred) Three or more years of payroll processing experience (preferred) Expertise in complex accounting and payroll/benefit functions (preferred) Knowledge of general principles of accounting, auditing, and payroll (preferred) Proficient in Excel, Word and PowerPoint (required) Such alternatives to the above qualifications as the SOWIC Governing Board may find appropriate and acceptable. Reports To Executive Director and/or Assistant Director of Special Education Function Performs a variety of complex accounting functions in the preparation, processing, maintenance, verification and reconciliation of payroll records and payment of funds for District personnel. Performs related duties as assigned or required. Responsibilities Collect and summarize timekeeping information Obtain supervisory approval of time card discrepancies Obtain overtime approvals Process garnishment requests Process and close periodic payrolls Print and issue paychecks Process direct deposit payments Calculate and deposit payroll taxes Process employment verifications Process and issue annual W-2 forms to employees Knowledge of Applicable laws, codes, regulations, standards, methods and practices related to public School payroll systems, retirement systems, and employee benefits Basic accounting principles as related to payroll processing Customer service skills, standard office practices and procedures Advanced skills in software applications related to payroll/accounting systems Principles and techniques of technical record keeping. Skills and Ability to Research, analyze and retrieve data to prepare and maintain complex payroll records, summaries and reports Reconcile differences within established payroll and accounting systems using critical analysis skills Interpret, explain and comply with negotiated contracts, prescribed laws, rules, regulations, and procedures related to payroll Monitor, audit, reconcile, and balance a variety of data and transactions Perform mathematical computations quickly and accurately Identify and correct errors Set up and maintain database files Work on a computer for an extended period of time and create spreadsheets and other related forms, reports and documents Communicate effectively in both oral and written form in English Follow detailed directions Set priorities and organize work to meet deadlines Coordinate a variety of projects simultaneously Work independently and as a team member Establish and maintain cooperative working relationships with those contacted during the course of work Maintains payroll information by collecting, calculating, and entering data. Updates payroll records by entering changes in exemptions, insurance coverage, savings deductions, and job title and department/division transfers. Prepares reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages. Determines payroll liabilities by calculating employee federal and state income and social security taxes and employer's social security, unemployment, and workers compensation payments. Resolves payroll discrepancies by collecting and analyzing information. Maintains payroll operations by following policies and procedures; reporting needed changes. Maintains employee confidence and protects payroll operations by keeping information confidential. Contributes to team effort by accomplishing related results as needed. Maintain confidentiality in matters relating to staff, students and administrators. Exercise good judgment. Work without close supervision. Communicate with diverse groups. Evaluation Conducted on an annual basis in accordance with SOWIC Governing Board Policy Term of Employment 12-month position, paid holidays and benefits in accordance with SOWIC Governing Board Policy.
