Help

In this position, you will provide expert analytical support for planning, programming, budgeting, and accountability activities, using qualitative and quantitative methods to assess and optimize financial resources for major acquisition programs. The position directly supports the DHS/CBP mission by ensuring acquisition programs are properly planned, resourced, and evaluated so that mission-critical capabilities are delivered efficiently and in compliance with laws, policies, and fiscal constraints.

This position starts at a salary of $121,785.00 (GS-13, Step 1) to $158,322.00 (GS-13, Step 10).

As a Program Analyst , you will be responsible for performing a wide range of analytical, planning, programming, budgeting, and advisory duties to evaluate and optimize financial and programmatic aspects of major acquisition programs in the Office of Acquisition. Typical duties will include:

  • Supporting acquisition decision makers by preparing, reviewing, and advising on program acquisition documentation, ensuring compliance with federal regulations and alignment with program milestones and requirements.
  • Developing and coordinating multi-year acquisition plans, including resource allocation and procurement requests, to optimize program outcomes and support long-term strategic objectives.
  • Analyzing and interpreting federal acquisition policies, laws, and directives to assess their impact on program requirements, and recommending adjustments or corrective actions to ensure successful acquisition execution.
  • Utilizing enterprise resource planning (ERP) tools to manage acquisition program data, track out-year planning, and generate reports that inform management decisions and support program accountability.
  • Advising management on acquisition methodologies, identifies potential issues, and recommending solutions to improve program planning, execution, and compliance with best practices.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Applying advanced qualitative and quantitative analytical methods, tools, and techniques to resolve complex planning, evaluation, control, and resource allocation problems, and to provide authoritative advice and recommendations to management;
  • Organizing and coordinating thorough, systematic planning efforts to meet complex and unanticipated program needs, including developing written and oral reports that present conclusions, alternatives, and recommendations on major policies, projects, or studies;
  • Planning, organizing, and directing team or task force efforts, including establishing realistic objectives and milestones, clearly assigning responsibilities, monitoring progress, and ensuring mission requirements are accomplished within established timeframes;
  • Developing and delivering clear, well supported written and oral communications (e.g., briefings, reports, decision papers) to convey complex analytical findings, options, and recommendations to senior management for use in program and policy decisions;
  • Coordinating and integrating analytical and management activities across multiple stakeholders or organizational elements to align planning, resource allocation, and program execution with established goals and priorities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/21/2026.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Additional information

Certification: Incumbent must possess a DHS Level II certification in Program Financial Management, or the ability to obtain this certification within 18 months of placement.
