The Proposal Manager II works as an integral part of Seneca’s Business Development team and is responsible for managing direct and competitive award proposals from kickoff to final resolution -- including documents, logging/tracking inputs, communicating with team members [internal and external], and drafting/editing text [notably resumes and past performance]. Responsibilities include, but are not limited to : Review and interpret solicitations to identify critical items required for compliant responses Create proposal schedules and meet deadlines. Format/create documents, presentations, and spreadsheets as needed in response to solicitations and tracking internal processes. Build compliant proposal outlines, resume templates, past performance templates, draft cover letters, and tailored boilerplate materials. Coordinate and schedules meetings (e.g., Kickoff Meetings, Color Team reviews, etc.) Lead status calls Lead activities required to successfully perform Pink, Red, and Gold Team proposal reviews. Prepare compliance matrix and conduct compliance review Draft and edit proposal content Facilitate the development of win themes and integrate them into proposals. Tailor Past Performance and Resumes for the requirements of the RFP and to support Win Themes Manage the PPQ process, completing Contractor sections, insuring the PPQ goes to the correct CPM and checking the status of the client submitting the PPQ Reviewing proposals to ensure sections comply with RFP requirements, contain win strategies, win themes, and comply with format and style criteria. Maintains SharePoint proposal file organization and access to ensure proposal documentation security and integrity; maintains electronic file structure and archive, coordinating team member access/permissions; and sets up virtual space for documentation development and all working files Issue/respond to and track partner data calls Compile, edit, and submit proposal questions Review and format resumes for submission Format, edit, and white glove documents as needed Ensure final products are in proposal libraries Identify, assess, resolve, and/ or escape issues as needed Work collaboratively with other corporate teams and partners Successfully manage competitive proposals in the $10M-$50M range Track and document proposal status using approved tools Perform other duties as assigned Basic Qualifications: Bachelor’s degree Proposal Management Certification (APMP Foundation or Shipley Proposal Management Certification) Federal Government proposal management experience (3-5 years) Strong time management, organizational, and prioritization skills Strong understanding and knowledge of AI usage in proposal development and AI governance Strong verbal communication skills Excellent writing and editing skills Meticulous attention to detail with a focus on producing quality products Demonstrated ability to work in a collaborative setting and effectively interact with team members Customer service oriented with the ability to prioritize work and meet tight deadlines Ability to work flexible hours as needed – possibly including some nights and weekends Expertise with MS Office suite (Word, Excel, PowerPoint, etc.), Teams, and SharePoint Proficiency using Adobe Acrobat Pro Experience using any AI enabled proposal development software tool in proposal development Desired Skills: APMP or Shipley training and certification Technical Writing Equal Opportunity Statement: Seneca Holdings provides equal employment opportunities to all employees and applicants without regard to race, color, religion, sex/gender, sexual orientation, national origin, age, disability, marital status, genetic information and/or predisposing genetic characteristics, victim of domestic violence status, veteran status, or other protected class status.
