Vice President Government Relations

The Professional Services Council (PSC) is the voice of the government technology and professional services and solutions industry, representing the full range and diversity of the government services and solutions sector. PSC is the most respected industry leader on legislative and regulatory issues related to government acquisition, business and technology. PSC helps shape public policy, leads strategic coalitions, and works to build consensus between government and industry. The Vice President for Government Relations is the senior PSC official for advocacy, education, events, and member engagement on legislative and policy issues affecting the government services and solutions industry. This official represents PSC before Congress and the Executive Branch, provides support and advice to PSC leadership and member companies, and works with other PSC teams, including those dedicated to policy, events, membership, marketing and communications, operations, and finance. An individual in this position reports to the PSC President and, in turn, then to the Chief Executive Officer.This individual is a member of the senior leadership team of the association. The ideal candidate brings established relationships with Members of Congress and senior Hill staff, a track record of translating those relationships into legislative outcomes, and the judgment to navigate a complex political environment on behalf of the association’s membership. Duties and Responsibilities Serve as the senior PSC government relations official for issues affecting the government services and solutions industry, including representing the positions and views of PSC and its member companies before Congressional offices, committees, staff, the White House and relevant federal departments and agencies. Identify, assess, track, and develop strategies to address legislative and regulatory proposals affecting PSC member companies. Leverage existing relationships with Members and Hill staff to secure meetings, sponsor or amend legislation and advance or defend member priorities. Develop legislative proposals and supporting materials to advance the legislative priorities of the association. Draft Congressional testimony, letters, official correspondence, articles, talking points, and other written materials. Respond to Congressional inquiries and provide information on issues affecting the government services and solutions industry. Raise awareness of the federal contracting process and the role the contracting community plays in delivering federal agency missions. Serve as senior staff to PSC government relations committees, councils, and related internal bodies. Responsibilities include setting agendas, arranging appropriate speakers, coordinating member company participation, providing necessary communications to committee and association members, and conducting appropriate follow-up actions. Coordinate government relations activities at PSC conferences, briefings, events, and market briefings. Support member recruitment and retention by explaining PSC’s advocacy work, member value, and opportunities for engagement. Guide PSC PAC strategy, including fundraising, member solicitation, contribution decisions, and related filing compliance management. Contribute to PSC messaging operations, including the PSC Daily, website, magazine, talking points, and member communications. Provide advice to and support for PSC’s CEO, President, Executive Committee, and Board of Directors, as required, on government relations and advocacy matters. Qualifications Requires demonstrated senior leadership experience in government relations, public policy, or advocacy related to U.S. Government departments and agencies. Requires extensive knowledge of the Federal Government, including executive and legislative branch organizations, Congressional committee structure, and key issues affecting the government services and solutions industry. Requires proven current relationships with Members of Congress and senior staff, particularly on committees of jurisdiction relevant to PSC and its member companies. Requires demonstrated experience developing legislative proposals, advocacy materials, testimony, correspondence, and related written products. Requires excellent oral and written communication skills. Must have demonstrated management experience and strong member service skills. Requires demonstrated ability to build relationships, coordinate member participation, and bring together disparate groups to achieve results.
