Job Title Community Partnerships Manager Job Purpose Summary Under the general supervision of the Director of Program Services, the Community Partnerships Manager is a critical role responsible for building and maintaining strong relationships with community organizations, donors, and corporations to support the mission and goals of OCHS. This position requires a dynamic individual with excellent interpersonal skills, strong organizational abilities, and a passion for partnership development and community engagement to enhance the organization’s impact. Essential Job Duties Oversight: Coordinate, implement, and manage a comprehensive partnership system for grantee and sub‑recipient agency programs and services to ensure support for continuous program improvement and the delivery of high‑quality services. Strategic Planning: Collaborate with the executive team to develop and implement strategies for community engagement and partnership growth. Relationship Building: Cultivate and maintain relationships with community organizations and donors. Develop and implement strategies to foster partnerships with key stakeholders. Represent the organization at community events, conferences, and meetings. Resource Development: Identify, research, and pursue potential funding opportunities. Support the management of donor databases and track contributions. Program Support: Collaborate with program staff to identify community needs and develop partnerships to address those needs. Facilitate the development of Memorandums of Understanding (MOUs) and other partnership agreements. Provide support for community outreach and engagement initiatives. Maintain regular communication with Managers on partnership development and ongoing relationships. Participate as assigned in agency events and special projects including Federal Reviews, staff training, unit, division, and management projects. Participate in off‑site training and meetings as needed. Data Analysis and Reporting: Track and analyze data related to community partnerships and program outcomes. Maintain accurate records of donor interactions, contributions, and agreements. Utilize data to inform decision‑making and strategic planning. Non‑Federal Share (In‑Kind): Leads a team of Community Outreach Advocates and Volunteers at the Warehouse location to receive, and sort donations. Provides periodic volunteer orientation and training. Understands, generates, and documents in‑kind and other allowable costs applied toward the non‑federal share requirement. Ensures monthly in‑kind contributions and submits monthly tracking reports. Audits primary source documentation for in‑kind to ensure compliance with federal regulations and reconciles where needed. Enter in‑kind transactions and/or other data into agency systems as needed. Monitor expenditures monthly to ensure the in‑kind plan is met or exceeded. Administrative: Enters and regularly maintains all data in the Personnel module in the ChildPlus and In‑Kind data systems. Prepare reports, correspondence, and presentations. Assist with the development of annual reports and other organizational documents. Management: Support the agency’s culture of continuous quality improvement through measurable outcomes. Lead, support, and supervise assigned Community Outreach Advocate staff including recruitment, selection, training, development, coaching, mentoring, measuring/appraising/rewarding performance, and retention. Participate in the development, revision, communication, and implementation of operating policies and procedures. Proactively research and stay abreast of all relevant changes in related content areas including Head Start Program Performance Standards, OHS Monitoring Protocols, OCHS Service Area Plans, Policies and Procedures (SAPPPs), other applicable local, state, and federal regulations, and ongoing monitoring best practices. Perform additional assignments and duties as assigned by the Director of Program Services that may include special projects of large scope and complexity, and keep him/her informed on all Community Partnership issues. Non‑Essential Job Duties Perform similar and incidental duties as assigned or required. Job Qualifications Education: Bachelor’s degree in nonprofit management, public relations, social services, or related field. Experience: Minimum of 3 years of strong operational experience in a non‑profit, community‑based field, working with community partners, families, and employees. Knowledge: Knowledge of Head Start program regulations, current initiatives, and trends; reporting practices and requirements in areas related to parent, family, and community engagement, nutrition and health, and education; monitoring systems and methodologies, research methods, and statistical analysis techniques; management and supervisory principles and practices. Language Skills: Outstanding oral and written communication skills, including presentation skills; prepare and present clear, comprehensive, detailed reports, and other written materials. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to effectively present information in one‑on‑one and small group situations to parents, and employees of the agency, as well as in community meetings. Math Skills: Basic math skills including the ability to perform and understand basic statistics, percentages, and ratios. Ability to add and subtract two‑digit numbers and to multiply and divide with 10's and 100's. Ability to perform these operations using units of American money and weight measurement, volume, and distance. Computer Skills: Use personal computer and word processing, spreadsheet and graphics software programs; ChildPlus, report development. In addition, an individual should be able to operate various office machines. Reasoning Abilities: Analyze complex information and problems, evaluate alternatives and make sound recommendations; exercise sound, independent judgment within general policy guidelines. Understand, interpret, and apply state and federal guidelines. Ability to apply common sense understanding to carry out detailed and involved written or oral instructions. Other Abilities: Organize, prioritize, and coordinate projects to meet deadlines; train, supervise, and evaluate the work of employees; lead, coach, instruct, and motivate employees in a fast‑paced, start‑up environment. Reporting Relationships Reports to the Director of Program Services and directly supervises the Community Outreach Advocates. Typically functions in an office and warehouse setting, but may travel to centers, and sub‑recipient agencies, throughout Orange County to attend community meetings and meet with community partners, and at times travel outside of the County and State.
