Summary Of Position Under general direction of the Facilities Maintenance Superintendent, this position develops and coordinates Facility Maintenance projects and schedules operational maintenance and repair activities for City-maintained facilities. The role plans, coordinates, and executes projects related to facilities improvements, equipment, and lighting replacements. Knowledge required includes project planning/scheduling, facility operations, maintenance, and repair activities, with general working knowledge of computerized maintenance management systems. Essential Duties And Responsibilities Assist in and coordinate the identification, planning, development, scheduling, and implementation of contracts for ongoing and various facilities maintenance programs, projects, and systems replacement/upgrades. Coordinate the preparation of requests for proposals (RFPs) for projects; assist with the bid proposal evaluation process and recommendations of qualified general contractors and other professional services as required. Manage and track project activities, costs, and status of tasks to ensure goals are met within budget and schedule. Inspect contractor work for accuracy and compliance with standards; address issues and verify final invoices for accuracy. Create standard project document templates. Provide recommendations for purchases of materials, products, and services. Assist in planning, preparation, and monitoring of the Division's annual operating budget and multi-year strategic planning with short- and long-term goals. Assist in developing realistic goals for the Division and ensure success through assigned accountability. Provide timely written and oral status reports to departments as required. Compile and maintain all physical and computerized reports, records, drawings, specifications, as-builts, and other required documents for facility projects. Maintain records and respond to inquiries related to local, state and federal guidelines. Assist in reviewing the effectiveness of standard operating procedures and update as needed. Assist with recruitment, selection, development, and evaluation of assigned personnel, and day-to-day leadership of staff members. Adhere to assigned work schedule as outlined in City and department attendance policies and procedures. Comply with all written City policies and procedures. Perform all duties and maintain all standards in accordance with City policies, procedures and Core Values. Other Job Functions Perform other duties as assigned or directed. Thorough knowledge of facilities maintenance and infrastructure systems (e.g., HVAC, Electrical, Plumbing, walls/ceilings, roofs). Knowledge of management techniques for work planning, scheduling, coordination, personnel supervision, and budgeting. Knowledge of methods, materials, chemicals, and equipment used in building maintenance. Knowledge of relevant regulations (TML, ADA, EPA, Federal and State laws, local ordinances) that regulate city construction projects. Knowledge of facilities management software systems and purchasing policies. Proficient in Microsoft Office and related software. Strong project management and leadership capabilities; ability to manage programs from planning through implementation with internal staff, contractors, and vendors. Effective negotiation and service contract skills. Ability to evaluate work performance and set priorities for timely completion of multiple tasks within resource limitations and timelines. Ability to work in a team environment and build professional relationships with internal staff and customers. Ability to adapt to change and communicate effectively in writing and orally. Ability to write reports, specifications, policies, and procedures. Ability to work independently on a wide range of complex tasks. Ability to manage technical assignments related to facilities administration. Required QualificationsMINIMUM QUALIFICATIONS
High school diploma or GED plus ten (10) years of progressive experience managing facilities maintenance and construction projects. Extensive experience supervising skilled trades (maintenance and construction). Any work-related experience that provides acceptable proficiency may substitute for the listed education and experience requirements. Preferred Qualifications Three (3) years prior experience in local government in the area of facility maintenance. Conditions of Employment Must pass a drug screen and background check. Must have Class C Texas Driver's License. Physical Demands / SupplementalPHYSICAL DEMANDS
Medium work — exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Tasks may involve talking, hearing, seeing, grasping, standing, walking, and repetitive motions, as well as stooping, kneeling, crouching, reaching, climbing and balancing, plus pushing and pulling. Incumbents may be exposed to moving mechanical parts, odors, dusts, chemicals, oils, extreme temperatures, inadequate lighting, and loud noises. Occasional exposure to adverse environmental conditions and hazards. Work Environment Limited exposure to environmental conditions. Tasks may involve strong odors and/or smoke, extreme heat/cold, or extreme weather conditions.
