Principal / Sr. Principal Price Cost Proposal Analyst - Level 3 Jobs

Principal Proposal Analyst Level 3 or Senior Principal Proposal Analyst Level 4 Location: Palmdale, El Segundo, or San Diego (Rancho Bernardo), CA. Hybrid work arrangement available (not fully remote). Relocation assistance may be available. No clearance required at start, but a DoD Secret clearance is required. Travel up to 10% of the time. Essential Functions: Provide essential support to the F/A-18 Program as a key evaluator and developer of bids. Lead or support proposal activities of diverse and inclusive teams, collaborating closely with other team members. Demonstrate a broad skill set across interpersonal, business, and proposal-based capabilities; maintain a commitment to ethics and integrity; innovate in a challenging environment. Develop, plan, and schedule proposals. Compile cost, schedule, and technical elements in proposal development in accordance with RFP specifications. Coordinate collection and accumulation of cost, scheduling, and performance elements from functional departments. Research and analyze historical data and develop cost models to support proposal efforts. Coordinate activities and participate in fact‑finding meetings. Participate in should‑cost and pricing reviews with management and customer representatives. Act as a member of the contract negotiating team. Basic Qualifications – Level 3: Bachelor’s degree and 5 years of quantitative/analytical experience; or Master’s degree and 3 years; or PhD and 1 year. Ability to interpret and present complex data. Solid understanding of project management and/or cost estimation principles. Knowledge of industry standards and practices related to proposal development (e.g., FAR, DFARs). Experience developing and/or analyzing Basis of Estimates (BOEs). Strong proficiency in MS Office (PowerPoint, Outlook, Word, Excel); intermediate Excel skills including pivot tables and formulas. Proficiency with cost estimating tools (e.g., ProPricer). Ability to obtain a DoD Secret US clearance and required program accesses. Basic Qualifications – Level 4: Bachelor’s degree and 8 years of quantitative/analytical experience; or Master’s degree and 6 years; or PhD and 4 years. All requirements listed for Level 3. Additional experience and seniority expected as reflected in higher years of experience. Preferred Qualifications: Effective oral and written communication skills. Proven ability to complete projects independently with limited supervision. Knowledge of Cost‑Improvement Curves and/or Cost Estimating Relationships. Experience creating spreadsheets and performing data analysis to generate insights for decision‑making. Experience with SAP, Cost Point, and/or BOE Next. Ability to obtain and maintain a DoD Top Secret clearance. Strong attention to detail and high quality standards. Proactive multitasking and effective prioritization skills.
