About this role:

The Enterprise Data and Information Management (EDIM), Data Analytics Division (DAD) at the California DHCS is seeking a highly motivated and experienced individual to join our team as a Research Data Specialist III (RDS III) within the Data Fulfillment Branch (DFB).

Under general direction of the Research Scientist Supervisor I (RS Sup I), the RDS III serves as a department-level technical expert for complex, large-scale, research and data quality projects related to confidential data file development, data linkage and management, and development of measure specification standards. Senior departmental management utilizes the highly skilled incumbent as a prime resource person and innovator in the subject matter of their occupation. Incumbents have responsibility for determining, designing, and directing major complex research projects or activities. Incumbents are required to determine the scope and parameters of research criteria and to collaboratively work with business partners to assess the feasibility of requests. The RDS III leads and coordinates processes for external researchers requesting access to Medi-Cal data through California Department of Health Care Access and Information's (HCAI) Healthcare Payments Data Release (HPD) staff for their research projects. The RDS III leads EDIM efforts, to define Medi-Cal populations and to develop, document, and maintain enterprise metadata standards, data definitions, SAS coding conventions, analytic methodologies, and data querying approaches, as well as the development and maintenance of a centralized knowledge library. Serve as project lead on complex analytical initiatives consistent with the DHCS Playbook, without exercising formal supervisory authority.

Training and Development (T&D) assignments may be considered for this position for current California civil service employees. T&D assignments cannot exceed 24 months. However, successful T&D candidates may transition to a permanent appointment, if eligible at the end of the T&D assignment.
