Director, Treasury

The Director, Treasury is responsible for the Credit Union's investment portfolio and cash management functions. Reporting to the SVP, Chief Financial Officer, the Director leads investment portfolio strategy and execution, owns investment purchases/sales administration and reporting, manages broker-dealer and custodial relationships, and oversees the Credit Union's cash management and overnight investing or borrowing position.

This position is established to provide dedicated ownership of investment and cash management activities as the Credit Union's investment portfolio grows in size and complexity. Responsibilities historically performed within the VP, Finance role relating to the investment process and cash management transfer to this position, allowing the VP, Enterprise Risk and Financial Strategy (Formerly VP/Finance) to focus on budgeting, asset-liability management, liquidity, enterprise risk management, and BSA oversight.

Essential Duties & Responsibilities

• Investment Portfolio Strategy & Execution
• Leads the development and execution of the Credit Union's investment portfolio strategy. Manages security selection, sector and duration allocation, pre-purchase and pre-sale analysis, document preparation, broker-dealer due diligence reviews, and post-purchase monitoring. Ensures all activity is performed within Board-approved investment policy and applicable NCUA regulations.
• Investment Accounting & Reporting
• Owns investment purchases/sales administration and reporting. Oversees trade settlement, safekeeping and custodial reconciliation, income and amortization accounting, and performance attribution. Prepares investment portfolio schedules and reporting in support of ALCO and the Board.
• Cash Management
• Manages the cash management function, including but not limited to Branch cash, ATM/ITM, correspondent cash accounts, and daily cash positioning. Optimizes the Credit Union's overnight investing or borrowing position and ensures adequate operating liquidity.
• Vendor & Custodial Relationship Management
• Manages broker-dealer, custodian, safekeeping, and investment-related vendor relationships, including selection, due diligence, contract review, and ongoing performance evaluation in accordance with vendor management policy.
• Staff Development
• Builds, mentors, and develops investment and cash management staff. Fosters a culture of accountability, technical excellence, and continuous improvement, and supports succession planning within the function.

Education, Experience & Qualifications

• Education : Bachelor's degree in finance, economics, accounting, or a closely related field is required. Graduate degree in finance or a closely related field is preferred. Professional designations such as CFA, CTP, or CPA are preferred.
• Leadership Experience : Minimum of eight (8) years of progressive investment, treasury, or financial-institution experience, including demonstrated ownership of an investment portfolio and related accounting and reporting.
• Industry Experience : Experience at a financial institution with $1B or more in assets is strongly preferred.

• Considerable knowledge of credit union or community bank operations, NCUA (or comparable) regulatory expectations for investments, and applicable accounting treatment for fixed-income securities.
• Highly proficient with analytical and reporting tools, including MS Excel and MS PowerPoint, investment analytics and accounting platforms (e.g., Bloomberg, broker-dealer and custodian portals), and peer-analysis software.
• Excellent verbal, written, and presentation skills, including the ability to present to executive-level employees, the ALCO, and the Board of Directors.
• Strong organizational and time-management skills, with the ability to manage and prioritize multiple projects under strict deadlines.
• Strong interpersonal skills in order to effectively communicate with Altura Credit Union and its Affiliate's staff, management, and Board.
• No foreign language is required.
• Advanced math skills with the ability to calculate averages, percentages, rates, ratios, yields, durations, and present/future values, and to interpret fixed-income analytics.
• High levels of reasoning and problem-resolution skills, with the ability to collect, compile, and analyze information and present data in an understandable format to management, ALCO, and the Board.
• Ability to make sound decisions with confidence and firmness after assembling facts and weighing alternatives, including in volatile interest-rate or liquidity environments.
• Ability to interpret a variety of technical instructions and deal with several abstract and concrete variables, including investment analytics and accounting outputs.
• Ability to make unpopular recommendations while considering the impact on members, earnings, and the risk profile.
